Book excerpt: The proclamation of the annexation of Punjab was made by the British Government on 30th March, 1849 and the Government of the Province was put under the Board of Administration. This Board, too, was abolished in th February 1853 and its powers were Vested in the Chief Commissioner who controlled the administration of the Provinces with the help of Judicial Commissioner and the Financial Commissioner. Matters relating to land-revenue settlements were regulated in accordance with Mr Thamason s Directions initially which were put in the form of a handbook by Mr Robert Cust for the first time and later on were revised by Mr D C Barkley. The Present Manual, an independent work, was issued, after the examination by the Financial Commissioner and with the approval of the Government of the Punjab, on the said manuals becoming obsolete with a view to guiding Settlement Officers in the Province concerning assessments and the preparation of the record of rights. The object of this Manual is not only to describe the present policy and procedure in the matter of land-revenue settlements but also to trace the growth of that policy and procedure from annexation to the present time. The Manual is divided into three Books-Book I deals with Historical facts, Book II delineates the Record of Rights and Book III relates to the Assessment. This work is comprehensive in its materials and contains sixteen Appendices. The Manual will certainly serve as source material to future framers of Settlement policies. Book excerpt: Tracing the history of colonial education in the Punjab, the large province of Hindustan divided today between India and Pakistan, this book argues that the British-controlled system of colonial education in Hindustan failed well before the national movement challenged foreign educational practice in the early twentieth century. Drawing on extensive archival research in Great Britain, India and Pakistan, Allender shows how the early ideas of British officials generated a highly imaginative village system of schooling. Attempting to accommodate local language and religious sensitivities, this broad-based scheme offered possibilities to improve the lot of village boys. The revolt of 1857, and a well-meaning crusade against female infanticide, prompted officials to drop this scheme and to content themselves with city based schools. Christian missionary tensions with the government over their evangelising agenda also meant that their focus on poor students was limited to a mere 17 years. These developments helped to create a strong indigenous voice for educational innovations and change, notably represented in the Arya Samaj. In 1882, the Hunter Commission marked a recognition over the previous 30 years made it impossible for them to reach the general population with an effective European-led scheme of education.

Yet underlying much of this literature is the assumption that peasants simply existed everywhere, a general if not generic group, traced backward from modernity to antiquity. Focused on the transformation of Panjab during the nineteenth and early twentieth centuries, this book accounts for the colonial origins of global capitalism through a radical history of the concept of "the peasant," demonstrating how seemingly fixed hierarchies were in fact produced, legitimized, and challenged within the preeminent agricultural region of South Asia. Navyug Gill uncovers how and why British officials and ascendant Panjabis disrupted existing forms of identity and occupation to generate a new agrarian order in the countryside. The notion of the hereditary caste peasant engaged in timeless cultivation thus emerged, paradoxically, as a result of a dramatic series of conceptual, juridical, and monetary divisions. Far from archaic relics, this book ultimately reveals both the landowning peasant and landless laborer to be novel political subjects forged through the encounter between colonialism and struggles over culture and capital within Panjabi society. Questions of progress, exploitation and knowledge come to animate the vernacular operations of power. With this history, Gill brings difference and contingency to understandings of the global past in order to re-think the itinerary of comparative political economy as well as alternative possibilities for emancipatory futures.
