It is an accomplishment that cannot be got out of any system of rules. The child learns language by hearing it spoken, and if he does not hear good English, if his own errors are not corrected, he cannot be expected to speak anything but bad English. Good English, then, is a habit. It is constant use and practice, under vigilant correction, that make good writers and speakers, and the proper habits must be formed before the grammatical text-book can be put into the child's hands, or else not formed at all. The study of grammar has reflective uses for maturer minds, but no bad speaker ever became a good one by the deliberate application of the rules of grammar to his speech. It is now agreed among educators that the study of forms should precede the analysis of functions; that a great variety of practice should go before the rules, which are merely the condensed expression of what the best practice is. They are agreed that grammar cannot be effectively taught to pupils under ten or twelve years of age, and that the earlier lessons in language are of the greatest importance, and would be of the highest value even if the technical grammar were never reached. Accordingly, these charts have been expressly prepared for use in those classes in which language-training is without book - where the teaching of English, though deriving some help from the reading-book, is principally oral. The chief use of such marks is to enable one who knows phonic laws to judge from the printed word which' sound of the letter is indicated. Words so marked occur chiefly in the columns of the dictionary. They are most useful when one has come to the age and ability which demand the service of a dictionary. Before that time it is enough if the new sound, when it is first presented, is distinguished from other sounds of the same letter by the given diacritical mark. These marks are sometimes used in teaching from the black board. As a matter of fact, while the child is learning the phonic laws he is aided, not by the diacritical mark, but by the likeness of the new word to others which he has known. The word hay, for example, may be learned in either of two ways: first, by sight, if it is the first time the sound of ay has been presented; or second, by analogy, because the child already knows day, play, etc. It is not until he is possessed of a. Considerable amount of experience that the diacritical mark comes to his aid. To introduce hay, or the word hay with its diacritical marks, is simply an added problem at this stage. In the interest of simplicity and in accordance with the real experience of the children in learning to read, the diacritical marks are therefore omitted except when the type word is intro duced. Teachers who desire to make greater use of these marks will find a summary at the end of each book which can serve as the basis of any amount of drill.
