The propulsive force is generated by inducing a current flow through the tether which interacts with the magnetosphere of the planet (i.e. Earth, Jupiter and other planetary bodies with magnetosphere). The basics of electrodynamic tether systems have been studied and successful experiments such as boost and de-boost of spacecraft have been conducted in the past. This study presents a simple guidance scheme for the current in the tether in order to perform orbital maneuvers. The general perturbation equations are used to develop the guidance scheme algorithm. The tether is assumed to be perfectly aligned with the local vertical and the tether flexibility is neglected. The guidance is capable of both in-plane and out-of- plane maneuvers, simultaneously changing the orbit parameters. Several numerical examples are simulated that demonstrate the ability of the guidance to accurately maneuver the vehicle. The simplicity of the guidance law allows it to be suitable for mission planning and on-board implementation.

This study has shown that maneuvering satellites employing electric propulsion have an advantage over a comparative chemical or coldgas system for mission times greater than 20 days. When continuous low thrust is used, the error involved in predicting the position of an evasive satellite is approximately 100 miles, more or less, which depends on the height of the orbit and the thrust level involved. The orbital rendezvous maneuver requires a fine degree of control over the position of the rendezvous ship. It appears that radial and binormal continuous thrust can be employed to provide this control function. In addition to the mentioned evasive and rendezvous maneuvering, this technique could be applied to a reconnaissance satellite to fulfill the station-keeping function. (Author).

Section 1, operating on this assumption, recommends capability-based requirements for deep space operations given a projected future operating environment.The second driving assumption underpinning this study is that improved movement and maneuver capabilities in deep space offer a wide array of benefits for the current National Security Enterprise, and for this reason alone demands attention in the form of disciplined investment. Furthermore, because the core functional capability required for deep space operations is in-space propulsion, the requirement necessitates a materiel solution.
