Book excerpt: International shipping is of great importance for the transport of a great many types of cargo. Substances and products considered dangerous constitute almost 50% of all the payload. It is obvious that stringent regulations are required in order to minimize the risks of accidents. These regulations, which are derived from good practice and which are based on research, have been adopted by a great number of countries. However, emergencies do occur in spite of all precautions. Such emergencies require fast and adequate response in order to confine the consequences for man and his environment to a minimum. Emergency response has political, legal, financial and technical aspects. This makes decision making extremely difficult. The papers carefully prepared and assembled in this book present an up-to-date picture of today's achievements, knowledge and difficulties that are being faced. It was the intention of Oilchem Recovery Denmark and TNO to bring the wide scatter of aspects together in a joined perspective. We also intended to spread the information on latest developments among the many people who are involved in combating calamities and in particular in decision making. Finally, we hope that this conference may help all of us to come to a safer transport of chemicals and a better aquatic environment. We thank all the authors for their magnificent contribution.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first book to explore information management at sea as practiced by the U.S. Navy from the Civil War to World War II. The brain of a modern warship is its combat information center (CIC). Data about friendly and enemy forces pour into this nerve center, contributing to command decisions about firing, maneuvering, and coordinating. Timothy S. Wolters has written the first book to investigate the history of the CIC and the many other command and control systems adopted by the U.S. Navy from the Civil War to World War II. What institutional ethos spurred such innovation? Information at Sea tells the fascinating stories of the naval and civilian personnel who developed an array of technologies for managing information at sea, from signal flares and radio to encryption machines and radar. Wolters uses previously untapped archival sources to explore how one of America's most technologically oriented institutions addressed information management before the advent of the digital computer. He argues that the human-machine systems used to coordinate forces were as critical to naval successes in World War II as the ships and commanders more familiar to historians.

Book excerpt: The management of common pool resources and publicly-owned areas is fraught with difficulty. This book explores the long, complex, and frequently contentious history of public lands management in the United States in order to draw lessons for the emerging field of marine spatial planning (MSP). The author first establishes that these two seemingly different settings are in fact remarkably similar, drawing on established theories of policy analysis. The work then examines the management of US National Forests over the past 120 years, including three place-based case studies, to discover recurring themes. The analysis shows how different management approaches evolved over time in response to changing laws and cultural norms, producing outcomes favored by different constituencies. This history also reveals the ambiguities and contradictions inherent in multiple-use management of any public space. Next, the book analyzes recent efforts to advance MSP, both in the US and globally, showing how they mirror past experiences in National Forest management, including similar disagreements among stakeholders. In conclusion the author suggests how those within ocean-related sectors – government, academia, industry, and environmental groups – might achieve their individual and collective goals more effectively based on lessons from the public lands setting.

It examines the interaction between zonal and integrated management approaches and the conservation of marine living resources and marine biological diversity. The study examines the limitations of the traditional zonal approach and suggests new possibilities for conformity between sovereign states, international law and sustainable development.
