Book excerpt: At present, there are no clear guidelines for identifying and managing the wide variety of cultural resources within the Virginia Department of Transportation (VDOT) highway rights of way. These resources include such elements as archaeological sites; military earthworks; early road beds; buildings; structures; and objects as diverse as 19th century turnpike milestones, Civil War monuments, stone boundary markers, and early waysides. This project identified the types of cultural resources that can be encountered in the VDOT rights of way, identified pertinent governing legislation and management issues, and developed written guidelines for managing these resources. Brief case studies are included of examples of issues involving cultural resources and examples of resolutions of these issues. The guidelines and case studies can be used by cultural resource personnel; administrators; environmental specialists; inspectors; contractors; and crew members associated with local headquarters, residencies, and district and central offices alike. They are applicable not only to historic (i.e., eligible for the National Register of Historic Places) sites and structures but also to items of local importance and interest. It is envisioned that the guidelines, while having obvious statewide application, could have national application. The benefits of this project are the identification and description of the types of cultural resources that can be encountered in VDOT rights of way, their governing legislation, and written guidelines for managing these resources. This descriptive information and guidelines streamline the environmental and cultural planning and management processes while facilitating VDOT personnel and contractors to act as responsible stewards of these cultural resources and to adhere to the legislative and regulatory requirements governing their treatment. Use of the descriptions and guidelines will also help VDOT personnel and contractors to avoid violating state and national statutes and misidentification or unnecessary damage to cultural resources. Avoiding such violations, misidentification, and/or damage will result in minimizing personnel time and costs and avoiding project delays.

Book excerpt: Historic roads—those eligible for or listed on the National Register of Historic Places—may require special planning, design, and management considerations so as to avoid negative effects on their significant elements. This study identified various issues that can affect historic roads. Drawing on this information, the study identified appropriate considerations for management of historic roads. These include documentation, considerations for planning for repair and improvement design, and maintenance practices that can be used for advance planning purposes and will not adversely affect a road’s elements of historic integrity. Because historic roads can feature a wide variety of types and significant elements, a document such as this report can be particularly useful in cultural resource review relating to transportation issues. For this reason, this study was both identified as an important need and requested by cultural resource personnel of the Virginia Department of Transportation (VDOT). Major conclusions of the study include the following: (1) the history, needs, and condition of any historic road are unique and need to be considered as such in planning and management; (2) accurate documentation of the history, construction, and changes over time to an historic road is vital to planning any project involving such a road; (3) various elements—history, historic structures and related cultural resources, changes to the road, associated landscapes, current condition, current stakeholder input, and current transportation needs—must be considered when project planning involves historic roads; (4) it is feasible to identify and explore maintenance practices that will not overly change the appearance of historic roads or affect their historic significance but rather will improve the maintenance and safety of the roadways; and (5) appropriate actions and treatments for historic roads and roadside elements may differ from modern aesthetics. The study also included case studies of two roads in Virginia for which maintenance and repair/improvement design practices had become issues: (1) a road listed on the National Register of Historic Places, and (2) a road eligible for the National Register of Historic Places. Study recommendations include (1) coordination between VDOT’s Environmental Division and other appropriate VDOT divisions, depending on project scope, of activities that might have an effect on the character-defining features of an historic road for which a project is being developed; and (2) documentation of the earlier/original appearance(s) and changes to an historic road in order to have the most accurate information for planning purposes when a project involving that road is being developed.

Book excerpt: Whenever a highway construction project is federally assisted, Section 106 of the National Historic Preservation Act, in effect, requires the Virginia Department of Transportation (VDOT) to locate and evaluate historic and prehistoric properties within the project area and to minimize any adverse effects that the project might have on a property determined to be included in or eligible for inclusion in the National Register of Historic Places. The process of complying with Section 106 contributes significantly to both national and state historic preservation efforts, but is time-consuming and costly for the VDOT or any other state agency whose federally assisted projects might impact historic sites. While Section 106 mandates consideration of both standing structures and archeological sites, the focus of this study is on the latter. This study (1) summarizes the theoretical process of compliance with Section 106, (2) summarizes and compares the compliance procedures of several East Coast states' transportation departments to those of the VDOT, and (3) makes several recommendations to expedite the VDOT's compliance process while still maintaining a commitment to historic preservation. These recommendations involve not only the VDOT but also other state agencies involved with cultural resources.

Book excerpt: A Virginia law of 1738 required that all crossroads be marked by posts of directions. Most of these signs were made of wood and have not survived. But some roads in Virginia featured more permanent forms of markers: directional signs and mileposts made of stone. This practice continued until the early 20th century, and a few late markers were rendered in concrete. Use of these markers died out around the 1920s, when standardized highway signs began to appear. A few early stone highway markers still survive in their original locations. Some stones were moved by well-intentioned individuals or groups attempting to preserve or protect the stones against real or perceived threats. Other stones were moved by souvenir hunters or by people seeking building or landscaping stone. Many more were lost because of intentional vandalism or simply because their significance was not recognized or appreciated. Research carried out by the Virginia Transportation Research Council identified more than 40 early road stones and related cultural resources. This report brings the survey data together in a single publication. The information in this volume will provide readily accessible information on the general history of this resource type, as well as data on the extant early road stones, milestones, and related objects in Virginia. Having this information available will benefit and facilitate cultural resource research relating to projects in the vicinity of these resources and will prevent project delays that might be caused by a lack of this information. Virginia Department of Transportation personnel and consultants will save numerous hours by having the information at hand. A very conservative estimate of the cost savings to the Virginia Department of Transportation in personnel time, avoided consultant costs, and avoided project delays is between $10,000 and $20,000 per year, or between $50,000 and $100,000 over a 5-year period.

Book excerpt: The transportation programming process is undergoing a fundamental change akin to that which transpired with the advent of the Intermodal Surface Transportation Efficiency Act in 1991. Some stakeholders have expressed a desire that the programming process be transparent, and some have expressed an interest in using data-driven performance measures. Although there is widespread agreement concerning broad criteria, stakeholders may disagree over specific performance measures. Thus, transportation agencies have become interested in methods for selecting projects based on their merits rather than the more traditional approach of "first in first out." Accordingly, the Virginia Department of Transportation (VDOT) requested that the Virginia Transportation Research Council develop a template that VDOT could use to prioritize capital improvement projects. The role of the template is to help VDOT decide which project should be undertaken first. The scope of the template is limited to projects that are already being programmed. A template based on 14 of 75 performance measures examined was developed and applied to two projects. The template is oriented toward projects relating to the interstate and primary systems, but it is flexible enough that key policy choices can be made in its framework. These include controversial issues, such as access management and land use configurations, and more tedious but critical considerations, such as the relative importance of crash risk, infrastructure maintenance, economic development, and congestion relief. A promising benefit of the template is that it provides an opportunity to manage the debate as to the approach for deciding the order in which projects are programmed. The template will not eliminate disagreement, but it can foster discussion when parties have legitimate and differing opinions as to how projects should be prioritized. To that end, the template may be used as a discussion instrument between VDOT and some of its key stakeholders, including metropolitan planning organizations, planning district commissions, the Commonwealth Transportation Board, and advocacy groups who influence transportation infrastructure decisions

Book excerpt: Well-implemented public involvement programs have many potential benefits for transportation agencies including enhanced credibility with the public, decisions reflecting community values, and reduced risks of litigation (O'Connor et al., 2000). The objectives of this study included a broad assessment of the Virginia Department of Transportation's (VDOT's) public involvement practices and the development of a public involvement "toolkit" for use by VDOT staff. The toolkit describes an array of techniques that may be used from the earliest planning stages of transportation projects through their construction, noting advantages, disadvantages, special considerations in the use of each technique, and references and website links for further reading. The assessment of VDOT's current public outreach practices included information gathering from citizens and VDOT staff. A total of 948 citizens attending several types of VDOT meetings and hearings completed written surveys that included questions about how they prefer to be notified about upcoming VDOT meetings, how they prefer to be informed about projects, and how they prefer to be updated on the status of plans or projects. Focus groups and written "self evaluation" surveys provided information on the perceptions of VDOT staff about the effectiveness of VDOT's public involvement approaches and their suggestions for improving communication with the public and public involvement... Study recommendations include the following: VDOT staff should use the toolkit and a soon-to-be released interactive public involvement tool by the Federal Highway Administration to choose effective public involvement approaches; VDOT divisions should collaborate on ways to increase the public's understanding of the planning, project development, and public involvement processes; and as soon as the state budget situation permits, the Outreach Section of VDOT's Office of Public Affairs proposed by the Governor's Commission on Transportation Policy should be staffed to provide greater in-house strategic communications planning and evaluation capability for major projects.

Book excerpt: A Management Plan for Historic Bridges in Virginia, published in 2001, identified the management and treatment needs for 55 historic bridges in Virginia (i.e., bridges that were individually eligible for or listed on the National Register of Historic Places) that were under some measure of state purview. The plan was undertaken to serve as a management tool for these historic bridges. The plan was acknowledged by the historic bridge preservation and bridge engineering communities as one of the most effective such plans in the United States. Included in the plan was a recommendation that it be reviewed and updated at least every 10 to 15 years. Updates to the plan at 5-year intervals now are required by a 2016 interagency programmatic agreement, which covers the management of cultural resources, including bridges, in Virginia. This agreement is the "Programmatic Agreement Among the Federal Highway Administration, the U.S. Army Corps of Engineers Norfolk District, the Tennessee Valley Authority, the Advisory Council on Historic Preservation, the Virginia State Historic Preservation Officer, and the Virginia Department of Transportation Regarding Transportation Undertakings Subject to Section 106 of the National Historic Preservation Act of 1966." Stipulation III of this agreement specifically treats the management of bridges. The current report constitutes the first update of the 2001 plan. It entailed the collection of information on the current status of the bridges in the 2001 plan, including any major changes with regard to each bridge since the publication of the 2001 plan. Such changes include changes in National Register status; ownership status; major maintenance; rehabilitation work; damage; deterioration; and in a few cases, dismantling or demolition of the structure. This update also identifies current management issues and includes expanded and updated maintenance and management recommendations for these historic structures. Both the 2001 plan and the current update were produced by the Virginia Transportation Research Council (VTRC), in concert with VDOT's central office and district structure and bridge engineers and the Virginia Historic Structures Task Group (HSTG) (the interagency group that advises VDOT and other applicable state and federal agencies on questions of historic significance and management of transportation-related structures under VDOT's purview). The study recommends the following: (1) VTRC and the HSTG should review and update the management plan every 5 years; (2) VDOT's Structure and Bridge Division should eliminate the option for inspectors to recommend bridge replacement for historic bridges in inspection reports; (3) VTRC and VDOT's Structure and Bridge Division should collaborate on an investigation of funding needs for historic bridge management and maintenance; (4) VTRC, VDOT's Structure and Bridge Division, the appropriate district structure and bridge offices, and VDOT's Environmental Division should collaborate to identify historic bridges that are candidates for adaptive use, including bicycle and pedestrian use; and (5) VTRC, VDOT's Structure and Bridge Division, the appropriate district structure and bridge offices, and VDOT's Environmental Division should collaborate to identify potential avenues to establish best practices for repair of historic masonry structures or masonry components of the bridges in the management plan
