This model covers land and air combat in Central Europe and Korea and is part of a global combat model (CAMPAIGN) that provides a fully integrated treatment of conventional, theater-nuclear, and intercontinental-nuclear warfare worldwide. The model has been designed to answer "What if?" questions quickly, to be used either as a closed simulation or as an interactive game, and to be flexible. It permits the user to vary assumptions about a broad range of qualitative and quantitative issues such as national fighting effectiveness, maximum combat intensity, air-ground interactions, etc. The model is also unique in its treatment of maneuver because it allows the attacker and defender to have explicit concepts of maneuver at corps level and above.

The approach is based on automated war gaming in which human teams are replaced by decision models (computer automatons) using heuristic behavior rules and by a force operational model treating: interrelationships among strategic and other forces, events in different theaters, and the operations of the several military services. The result is a capability for complex multiscenario analysis that has not previously existed. The power of the approach is due in large part to its emphasis on realism (relative to more standard approaches) and to the use of artificial-intelligence and force-modeling techniques that make behavior rules and other key assumptions both transparent and interactively variable. This report provides an introduction to RSAC work for those unfamiliar with it. It also provides, for those following the program more closely: a summary of recent conceptual and technical progress, interim conclusions about the utility of RSAC methodology, a plan for future development, and references to more detailed RSAC publications. Book excerpt: This report documents the results of an effort undertaken for the Capabilities Assessment Division (CAD) of the Joint Staff. The project had two purposes: (1) to demonstrate that the operations and output of the RAND Strategy Assessment System (RSAS) could be calibrated to that of other models and games currently employed by CAD, and (2) to allow CAD to evaluate the utility of the RSAS for their purposes. This report outlines what was done in this effort, how it was done, and the degree to which the results were acceptable to CAD. RSAS proved valuable for many of CAD's assessments. In particular, the combination of analytic war plans and analyst plans used in this work proved quite flexible and robust in controlling and modifying scenario details during the course of the assessments. The most pronounced shortcoming of the RSAS from CAD's perspective is the underdeveloped state of the naval models. The work reported here also resulted in several improvements being made to the baseline RSAS system, including changes to graphics software, force data, and air warfare modeling.

Book excerpt: The "balance (or imbalance) of conventional forces" is an expression of the degree to which the capabilities of the conventional military forces deployed by two sides are in some way equal. This balance is a central factor in determining the degree to which a given situation is stable. "Conventional stability" is a broader concept than balance; it also encompasses perceptions of the balance, differences in the nature of the operational tasks imposed on the forces of both sides, and other factors. Conventional stability rests on the degree to which both sides believe they could achieve their military objectives in wartime. The author suggests a new analytic framework relating measurements of military capabilities, balance assessment methodologies, and defense objectives to conventional stability. Application of the framework to the conventional balance in Europe suggests some tentative conclusions regarding the potential role of arms control in stabilizing the balance: the most productive use of arms control seems to be to decrease the offensive potential of the two sides' forces.

The study's purpose is to provide a logical structure for writing decision rules, a structure that would assure some level of coherence and completeness while encouraging rule writers to consider specific issues and to keep in mind asymmetries in the U.S., Western European, and Soviet thinking. Section II reviews the classic Western concept of escalation ladders, notes its weaknesses for two-sided war games intended to reflect Soviet-Western asymmetries, and then develops a more appropriate framework. Sections III and IV compare Western and Soviet concepts of escalation. Section V draws upon the issues of preceding sections to sketch out a conceptual escalation model. It then provides a simplified example of how the model might work in a particular scenario. Finally, Sec. VI describes a methodology for actually writing decision rules coherently.
