Book excerpt: Viewed by some as symbols of progress and by others as inherently flawed, large dams remain one of the most contentious development issues on Earth. Building on the work of the now defunct World Commission on Dams, Thayer Scudder wades into the debate with unprecedented authority.Employing the Commission's Seven Strategic priorities, Scudder charts the 'middle way' forward by examining the impacts of large dams on ecosystems, societies and political economies. He also analyses the structure of the decision-making process for water resource development and tackles the highly contentious issue of dam-induced resettlement, illuminated by a statistical analysis of 50 cases.

Available in PDF, EPUB and Kindle. Book excerpt: This effort constitutes the most comprehensive and authoritative work to date on the history of the International Bank for Reconstruction and Development, or the World Bank. Author-editors John Lewis, Richard Webb, and Devesh Kapur chronicle the evolution of this institution and offer insights into its successes, failures, and prospects for the future. The result of their intense labors is an invaluable resource for other researchers and a fascinating study in its own right. The work is divided into two volumes. The first is organized thematically and examines the critical events and policy issues in the World Bank's development over the last fifty years. Chapter topics include poverty alleviation, structural adjustment lending, environmental programs, the International Finance Corporation (IFC), the International Development Association (IDA), and the evolution of the Bank as an institution. The second volume contains case studies written by experts with experience in the various regions in which the Bank operates. There are chapters on the Bank's activities in Korea, Mexico, Africa, South Asia, and Eastern Europe. Volume 2 also contains essays on the World Bank's relationship with the United States, Japan, and Western Europe, and its partnership with the International Monetary Fund (IMF). By special arrangement, the authors have had wide-ranging access to confidential documents at the World Bank, making this work a unique source of information on the internal workings of this critical institution. They have also drawn on extensive interviews with current and past Bank officials. Moreover, publication could not be more timely, coming as it does when many in the development community and in the U.S. Congress are questioning the Bank's track record and even its reason for existence. The World Bank: Its First Half Century will be of great interest not only to development practitioners but also to students of international relations, development economics, and global finance. During the course of the project, John P. Lewis and Richard Webb were nonresident senior fellows, and Devesh Kapur was a program associate, in the Foreign Policy Studies program at the Brookings Institution.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on case studies developed over a two-year period, 1987–1989, by Fellows in the Program in International Development Policy at Duke University, including experienced representatives from developing countries, the World Bank, and scholars, the authors integrate the growing interest in environmental protection and resource conservation into the existing body of knowledge about the political economy of developing countries. This book is about the links that tie resource use, environmental quality, and economic development, and the way in which those links are affected by the distribution of income and resource ownership. The links may be relatively simple, as in the case of peasant farmers too poor to conserve resources for the future and with nothing to gain from sound environmental practices. Or they may be very complex—as the authors find when they demonstrate how achievement of higher incomes by the rich can increase environmentally destructive behavior by the poor. Many of the links in some way involve rural land use, whether for agriculture or forestry.Natural Resource Policymaking in Developing Countriesargues that the policies that matter are not merely those dealing with resources and the environment, but a much broader set that includes income distribution and asset ownership.

Available in PDF, EPUB and Kindle. Book excerpt: Hydropower generation by construction of large dams attracts considerable attention as a feasible renewable energy source to meet the power demand in Asian cities. However, large development projects cause involuntary resettlement. Of the world’s forty to eighty million resettlers, many resettlers have been unable to rebuild their livelihood after relocation and have become impoverished. This book uniquely explores the long-term impacts of displacement and resettlement. It shows that long-term post-project evaluation is necessary to assess the rehabilitation and livelihood reconstruction of resettlers after relocation. It focuses on large dam projects in a number of Asian countries, including Indonesia, Japan, Laos, Turkey, Sri Lanka and Vietnam, which are often ignored in Displacement studies in favour of China or India. Drawing on a wealth of empirical data over ten years, it presents crucial factors for successful resettlement by analysing lessons learned. The range of countries allow for a diverse and complex set of factors and outcomes to be analysed. Many of the factors for successful resettlement recur despite the cases being different in implementation period and location. The book presents highly original findings gathered by local researchers in the field directly talking to resettlers who were relocated more than a decade ago. This original book is a unique resource for researchers and postgraduate students of development studies, environment, geography, sociology and anthropology. It also makes policy recommendations for future resettlement programs that are of great value to development policy makers, planners, water resources engineers and civil society protest groups.

Available in PDF, EPUB and Kindle. Book excerpt: This document is meant to present a framework for analyzing the institutions related to water management in a river basin context. The design of the five-country regional study undertaken by IWMI on “Development of Effective Water Management Institutions” provided a new methodology and a framework for river basin studies. It consists of four key components of diagnostic investigations related to water resources management in a river basin, which are interrelated. These key components are the physical system, water accounting, socioeconomic situation and performance. This study design is given in the Study’s Inception Report of 15 June 1999, and the Methodological Guidelines of 1 October 1999. This document takes one step further, and provides a conceptual framework for analyzing the institutional framework for water resources management in a river basin. The major thrust of this framework for institutional analysis is that the four key areas of diagnostic studies in a river basin are shown to be closely linked to the institutional frame work for integrated water resources management in the context of a river basin.

Available in PDF, EPUB and Kindle. Book excerpt: Each year, millions of people are internally displaced and resettled in the wake of wars and floods or to make way for large-scale development projects, and this number is increasing. Humanitarian and development specialists continue to struggle with designing and executing effective protection strategies and durable solutions. Relocation Failures explains how internal displacement and efforts to engineer resettlement are conceived and practiced by policy makers and practitioners. The author argues that policies for internally displaced peoples are weak and diluted by narrow interpretations of state sovereignty and collective action dilemmas, and in the case of Sri Lanka, unintentionally intensified ethnic segregation and ultimately war. This unique new book considers the origins and parameters of internal displacement and resettlement policy and practice and proposes an explanation for why it often fails. In highlighting the ways that development assistance can exacerbate smoldering conflicts, the volume provides an important caution to the aid community.

Available in PDF, EPUB and Kindle. Book excerpt: This book is based on empirical research in Sri Lanka conducted after the catastrophic tsunami which hit the country in December 2004. The aims of the research have been to develop new knowledge on post-crisis reconstruction and recovery work, on how to bridge the knowledge gap between researchers and practitioners, as well as trying to use past research experiences from Sri Lanka to learn about the present day situation. The chapters use a common analytical frame related to the ‘policy narratives’ of post-tsunami recovery in the shadow of war, and deal with housing reconstruction, livelihoods, internally displaced, humanitarian interventions and protracted conflicts. The authors represent various social scientific fields and they have experience from different geographical areas of Sri Lanka. This book was published as a special issue of Norsk Geografisk Tidsskrift.
