If Cephalopods, which are specialized and highly developed molluscs, be included, then Palk Bay may be added as a second locality, as several species of Octopus, Squid and Cuttlefish rise there to a position of considerable value in the economy of the lives of our fisherfolk. Except in these two localities the molluscan resources of our seas are largely neglected and undeveloped. Apart from the poorer classes of coast dwellers, shellfish as an article of food is generally despised, and except in the instance of oysters in Madras City, of mussels in Malabar, and squid in Ramnad district, none is ever seen exposed for sale in South Indian fish markets. When one remembers the important position occupied by various species of shellfish in the littoral fishing industries of other countries - Britain, France, the United States, and Japan are instances - this fact is much to be regretted, and it behoves the Fisheries Department to do everything possible to remove prejudice against the inclusion of shellfish in the general dietary of our towns and to increase the quantity and quality of those kinds which are both suitable from the food standpoint as well as susceptible by cultivation of extended increase in the amount available for distribution. It may also be found necessary to supplement our indigenous supplies by the introduction of larger and more prolific species and varieties from other countries; the discovery and introduction of such improved kinds should be kept steadily in view in all attempts to increase and improve our supplies of shellfish. In this connexion it is notable that some shellfish highly valued in other parts of the world and occurring there in great abundance, are scarce and usually of small size in India. Book excerpt: Fisheries play an important role in the economy of nations bordering the sea and this is especially true in a populous country like India where a large majority continues to live below the poverty line. Sea fishing has been an occupation with the coastal people of India since time immemorial forming an integral part of the maritime heritage. Machanisation has been introduced into the marine fishing with a view to exploit the fisheries potential all along the Indian coastline of 6,500 km by overcoming the deficiencies of the centuries old traditional fishing technology and to augment fish production with a higher fishing effort and also to raise the income levels and living standards of fishermen. The present book, based on the author’s doctoral dissertation, made a bold and pioneering attempt to evaluate the costs and earnings of mechanised and traditional boats for determining their relative operational efficiency and to examine intensively the effects of mechanisation on employment, income levels, consumption pattern and levels of living of fishermen and their social implications. While analysing the merits of the new fishing technology and also the reactions of different groups of fishermen to mechanisation, he spotlights the shortsightedness in the implementation of the programme of mechanisation resulting in a host of negative effects which have implications and also sets forth the valuable lessons which Indian experiences have to offer to the densely populated littoral nations in the Third World. To ensure enduring benefits to the vast majority of marine fishermen, the thesis underscores, among numerous other remedies the need for the provision of an intermediary technology, the need for the institutional support and marketing network and the need for the management of fisheries resources. It also calls for the policies to bring about socio-economic development of the fishing community on par with the rest of the society. All in all, a genuine contribution to knowledge of `grassroots' situations that will have enduring value and that can be useful in both academic and policy-formation circles.

They called on the state to recognize them as custodians of the local sea, protect their right to regulate trawling, and reject the church's intermediary role. In Shorelines, Ajantha Subramanian argues that their struggle requires a rethinking of Indian democracy, citizenship, and environmentalism. Rather than see these fishers as non-moderns inhabiting a bounded cultural world, or as moderns wholly captured by the logic of state power, she illustrates how they constitute themselves as political subjects. In particular, she shows how they produced new geographies—of regionalism, common property, alternative technology, and fisher citizenship—that underpinned claims to rights, thus using space as an instrument of justice. Moving beyond the romantic myth of self-contained, natural-resource dependent populations, this work reveals the charged political maneuvers that bound subalterns and sovereigns in South Asia.
