Conséquence directe de ce tournant historique, l'unification allemande est réalisée en moins d'une année. Bien que les chefs d'État des quatre forces d'occupation ainsi que des deux États allemands soient considérés comme les principaux protagonistes de cette unification, l'emprise de la CEE ne doit pas être sous-estimée. Confrontée à la possibilité d'un profond changement, à tous les niveaux, d'un de ses membres fondateurs, la CEE ne pouvait rester immobile. La présente étude vise à présenter le travail politique que réalisa le PE dans le contexte de l'unification allemande. Sont d'abord analysées les réactions de la CEE à la suite de la réapparition de la question allemande. En effet, le PE fut la première institution communautaire à s'exprimer sur une possible unification allemande. Suit la présentation de l'analyse que fit le Parlement des éventuelles répercussions de l'unification allemande sur la CEE. C'est à cette fin que le PE créa la commission temporaire pour l'étude de l'impact du processus d'unification de l'Allemagne sur la Communauté européenne (commission temporaire/commission ad hoc). Un second chapitre donne un aperçu des objectifs, des méthodes de travail ainsi que de la composition de cette commission temporaire qui devint l'organe central de toutes les activités parlementaires liées au processus d'unification allemande. L'énorme rapidité du processus d'unification obligea la CEE à s'adapter aux changements en cours. Pour une meilleure compréhension des réactions communautaires, un autre chapitre présente une chronologie des événements les plus importants. Le travail de la commission temporaire toucha à de multiples domaines. L'étendue de cette étude ne permet toutefois d'approfondir que trois aspects spécifiques, qui concernent plus directement l'action et les compétences institutionnelles de la Communauté européenne, tels que les questions institutionnelles, les implications budgétaires et la politique de sécurité". -- EU Bookshop.
