Available in PDF, EPUB and Kindle. Book excerpt: The Los Alamos National Laboratory has a wide-ranging set of scientific interactions with technical institutes in the Former Soviet Union (FSU). Many of these collaborations, especially those in pure science, began long before the end of the Cold War and the breakup of the Soviet Union. This overview will, however, focus for the most part on those activities that were initiated in the last few years. This review may also serve both to indicate the broad spectrum of US government interests that are served, at least in part, through these laboratory initiatives, and to suggest ways in which additional collaborations with the FSU may be developed to serve similar mutual interests of the countries involved. While most of the examples represent programs carried out by Los Alamos, they are also indicative of similar efforts by Lawrence Livermore National Laboratory and Sandia National Laboratories. There are indeed other Department of Energy (DOE) laboratories, and many of them have active collaborative programs with FSU institutes. However, the laboratories specifically identified above are those with special nuclear weapons responsibilities, and thus have unique technical capabilities to address certain issues of some importance to the continuing interests of the United States and the states of the Former Soviet Union. Building on pre-collapse scientific collaborations and contacts, Los Alamos has used the shared language of science to build institutional and personal relationships and to pursue common interests. It is important to understand that Los Alamos, and the other DOE weapons laboratories are federal institutions, working with federal funds, and thus every undertaking has a definite relationship to some national objective. The fertile areas for collaboration are obviously those where US and Russian interests coincide.

Book excerpt: The end of the Cold War has made possible some remarkable scientific adventures--joint research projects between scientific institutions of the United States and the Russian Federation. Perhaps most unprecedented of the new partnerships is a formal collaboration which has been established between the All-Russian Scientific Research Institute of Experimental Physics and the Los Alamos National Laboratory (LANL), the two institutes which designed the first nuclear weapons for their respective countries. In early 1992, emerging governmental policy in the US and Russia began to encourage ''lab-to-lab'' interactions between the nuclear weapons design laboratories of the two countries. Each government recognized that as nuclear weapons stockpiles and design activities were being reduced, highly qualified scientists were becoming available to use their considerable skills in fundamental scientific research of interest to both nations. VNIIEF and LANL quickly recognized a common interest in the technology and applications of magnetic flux compression, the technique for converting the chemical energy released by high-explosives into intense electrical pulses and intensely concentrated magnetic energy. This document reports on current projects of the collaboration.

Book excerpt: The Cooperative Threat Reduction (CTR) Program was created in 1991 as a set of support activities assisting the Former Soviet Union states in securing and eliminating strategic nuclear weapons and the materials used to create them. The Program evolved as needs and opportunities changed: Efforts to address biological and chemical threats were added, as was a program aimed at preventing cross-border smuggling of weapons of mass destruction. CTR has traveled through uncharted territory since its inception, and both the United States and its partners have taken bold steps resulting in progress unimagined in initial years. Over the years, much of the debate about CTR on Capitol Hill has concerned the effective use of funds, when the partners would take full responsibility for the efforts, and how progress, impact, and effectiveness should be measured. Directed by Congress, the Secretary of Defense completed a report describing DoD's metrics for the CTR Program (here called the DoD Metrics Report) in September 2010 and, as required in the same law, contracted with the National Academy of Sciences to review the metrics DoD developed and identify possible additional or alternative metrics, if necessary. Improving Metrics for the DoD Cooperative Threat Reduction Program provides that review and advice. Improving Metrics for the DoD Cooperative Threat Reduction Program identifies shortcomings in the DoD Metrics Report and provides recommendations to enhance DoD's development and use of metrics for the CTR Program. The committee wrote this report with two main audiences in mind: Those who are mostly concerned with the overall assessment and advice, and those readers directly involved in the CTR Program, who need the details of the DoD report assessment and of how to implement the approach that the committee recommends.
