Based on the Hurricane Katrina in August 2005, which has destroyed an entire landscape killing thousands of people and making even more homeless, I have developed my paper by introducing the different modes of transport that exist to support the logistics network in terms of disaster relief: plane, boat, rail, road, helicopters, rescue boats (hovercrafts, canoes and small boats). Pointing out the disadvantages and advantages of each mode I came to the conclusion that each of them serves special needs in certain situations so that all of them can be regarded as equal in their function. Concerning financial factors, however, the appropriability differs: shipment is more expensive than rail transport, for example. I also found out in which way the modes of transport can reach best the affected areas and how the distribution is organized. Based on this theoretical framework, I have switched to the question how the needs of people change after a natural disaster such as Katrina in the short and the long term. To put it in a nutshell, people long for basic provisions such as food and water in the short term but start to demand for luxury goods such as electricity again in the long term. Last but not least I have focused in my analysis on special issues that are affected (interrupted, destroyed, etc.) by natural disasters: re-routing, supply chain and warehousing.

A significant number of people criticized FEMA slow response to Hurricane Katrina, one of the worst natural disasters in U.S. history. Based on lessons learned, Homeland Security Secretary Michael Chertoff stated in his testimony to the Senate Committee on Homeland Security and Governmental Affairs on 15 February 2006, that FEMA ability to get supplies to the needed areas in a timely manner was limited because its logistics systems were not adequate for an enormous catastrophic disaster. Secretary Chertoff also stated the first step to improving FEMA capability was to work with other federal agencies and private businesses to create a twenty-first century logistics management system. According to the Logistics Management Support Annex of the Federal Response Plan, dated January 2003, managing logistics is a process of planning, preparing, implementing, and evaluating all logistics functions in support of an activity or operation. This thesis will define a twenty-first century logistics management system, examine FEMA logistics management system during Hurricane Katrina, and determine what changes must occur to strengthen it. Finally, recommendations will be made on how FEMA can provide quality logistics support for future catastrophic disaster relief operations.

The purpose of humanitarian logistics is to deliver relief supplies efficiently into affected regions in order to aid people in need. The aim of this paper is to determine if a positive development in the field of humanitarian logistics took place since 2004. Moreover it shall be investigated if the development status of a country has an influence on the efficiency in disaster relief operations. Therefore, operations in the field of humanitarian logistics will be divided into three phases in the theoretical part of this paper, namely: preparation, immediate response and recovery. Each phase will be described in detail at the beginning of this bachelor thesis and subsequently, three different disaster relief operations, which were conducted in 2004, 2010 and 2011, will be compared by reference to these phases. The selection of the catastrophes was based on two criterions: firstly, the catastrophes had to be similar in their magnitude and secondly, at least one disaster relief operation had to be conducted in an industrialized country. Based on the theoretical part of this paper, interviews with experts were conducted in order to gain insights into their way of thinking. The hypothesis “There is a connection between the efficiency in a disaster relief operation and the development status of the country in which the operation is conducted” should serve as basis for this research. Furthermore, at the end of this paper it should be determined if the development in the field of humanitarian logistics is considered as positive by the experts or if there is a standstill in this regard.
