Book excerpt: Following the enactment of Decentralization Laws No. 22/1999 and No. 25/1999, and several Forestry Ministry's decrees issued in 1999, district governments throughout Indonesia were given a greater authority to formulate local regulations over forest resources. The District Government of Tanjung Jabung Barat in Jambi took this opportunity to introduce three policies regarding small-scale timber utilization and forestry revenues. This report begins with a normative legal analysis and basic evaluation of these policies. It then explores the district's policy-making processes and mechanisms for implementing district regulations and describes the functions and roles of the relevant district institutions. The report then fi gures out the players in the process and how they infl uence the policy Abstract agenda and at the end provides an analysis of the impacts of decentralized forest policies on local people, focusing on small-scale timber concession licences. This work is the result of research meant to generate information and analysis to facilitate negotiated recommendations for improving forest policies and policy making processes by supporting public input to shape the decentralized forestry policy agenda for the district, and help develop a forest management model oriented to increased prosperity and justice for local people. The research calls for the District to draft a new regulation on public participation in district policy making, with the policy objective of building consensus and synergy amongst local stakeholders by using appropriate public involvement mechanisms.

Available in PDF, EPUB and Kindle. Book excerpt: Available Open Access under CC-BY-NC licence. This book explores the critical role that local knowledge plays in public policy processes as well as its role in the co-production of policy relevant knowledge with the scientific and professional communities. The authors consider the mechanisms used by local organisations and the constraints and opportunities they face, exploring what the knowledge-to-policy process means, who is involved and how different communities can engage in the policy process. Ten diverse case studies are used from around Indonesia, addressing issues such as forest management, water resources, maritime resource management and financial services. By making extensive use of quotes from the field, the book allows the reader to ‘hear’ the perspectives and beliefs of community members around local knowledge and its effects on individual and community life.
Book Synopsis Policy Coherence for Sustainable Development 2018 by : Collectif
Download or read book Policy Coherence for Sustainable Development 2018 written by Collectif and published by OECD. This book was released on 2018-05-28 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2030 Agenda is a universal, collective responsibility that covers all levels: global, national and territorial. To address global policy challenges in a complex and interconnected world, policy coherence will be key. A more coherent multilateral system will be essential to reconcile and deliver the economic, social and environmental transformations needed to achieve the Sustainable Development Goals (SDGs). The 2018 edition of Policy Coherence for Sustainable Development shows how integrated and coherent policies, supported by strong institutional mechanisms, can contribute to the “Transformation towards sustainable and resilient societies” – the theme of the 2018 United Nations High-level Political Forum (HLPF). The report applies the institutional, analytical and monitoring elements of the “policy coherence for sustainable development” framework to identify challenges and opportunities facing governments as they move to implement the SDGs, both at the national level and collectively at the global level. The report suggests eight building blocks for enhancing policy coherence for sustainable development (SDG Target 17.14), and identifies emerging good institutional practices drawing on recent OECD work, country surveys and voluntary national reviews. It includes 19 country profiles and sets out options for tracking progress on policy coherence for sustainable development at the national level.

Book Synopsis Operationalizing gender equity and inclusion in forest management decision-making mechanisms by : Guillaume, E.
Download or read book Operationalizing gender equity and inclusion in forest management decision-making mechanisms written by Guillaume, E. and published by CIFOR. This book was released on 2017-12-14 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: Key messages Decision-making initiatives led solely by external forest stakeholders (organizing local community stakeholders) can make the meaningful involvement of women and marginalized groups difficult, if not impossible.Self-initiated community groups, however, are able to leverage authentic collaborative engagements, empowering women to speak up when decisions are being made.To ensure effective participation, women need to be empowered to become agents of change through taking on, both formally and informally, strategic roles in community groups making forest-related decisions.Forest certification requires new approaches to ensure the effective participation of all stakeholders; this includes promoting the use of gender quotas as a transitional mechanism, not as an end-goal; the development of local gender-sensitive leadership pathways; and taking a human rights approach to participation.

Book Synopsis Making Policies Work by : Giliberto Capano
Download or read book Making Policies Work written by Giliberto Capano and published by Edward Elgar Publishing. This book was released on 2019 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policy design efforts are hampered by inadequate understanding of how policy tools and actions promote effective policies. The objective of this book is to address this gap in understanding by proposing a causal theory of the linkages between policy actions and policy effects. Adopting a mechanistic perspective, the book identifies the causal processes that activate effects and help achieve goals. It thus offers a powerful analytical tool to both scholars and practitioners of public policy seeking to design effective policies.
Book Synopsis Cyber-Physical Systems: Decision Making Mechanisms and Applications by : Kostas Siozios
Download or read book Cyber-Physical Systems: Decision Making Mechanisms and Applications written by Kostas Siozios and published by River Publishers. This book was released on 2017-11-11 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: As systems continue to evolve they rely less on human decision-making and more on computational intelligence. This trend in conjunction with the available technologies for providing advanced sensing, measurement, process control, and communication lead towards the new field of the CyberPhysical System (CPS). CyberPhysical systems are expected to play a major role in the design and development of future engineering platforms with new capabilities that far exceed today's levels of autonomy, functionality and usability. Although these systems exhibit remarkable characteristics, their design and implementation is a challenging issue, as numerous (heterogeneous) components and services have to be appropriately modeled and simulated together. The problem of designing efficient CPS becomes far more challenging in case the target system has to meet also real-time constraints. CyberPhysical Systems: Decision Making Mechanisms and Applications describes essential theory, recent research and large-scale user cases that addresses urgent challenges in CPS architectures. In particular, it includes chapters on: Decision making for large scale CPSModeling of CPS with emphasis at the control mechanismsHardware/software implementation of the control mechanismsFault-tolerant and reliability issues for the control mechanismsCyberPhysical user-cases that incorporate challenging decision making
Download or read book The Data Shake written by Grazia Concilio and published by Springer Nature. This book was released on 2021-03-05 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book represents one of the key milestones of PoliVisu, an H2020 research and innovation project funded by the European Commission under the call “Policy-development in the age of big data: data-driven policy-making, policy-modelling and policy-implementation”. It investigates the operative and organizational implications related to the use of the growing amount of available data on policy making processes, highlighting the experimental dimension of policy making that, thanks to data, proves to be more and more exploitable towards more effective and sustainable decisions. The first section of the book introduces the key questions highlighted by the PoliVisu project, which still represent operational and strategic challenges in the exploitation of data potentials in urban policy making. The second section explores how data and data visualisations can assume different roles in the different stages of a policy cycle and profoundly transform policy making.
Book Synopsis Policy Analysis in France by : Halpern, Charlotte
Download or read book Policy Analysis in France written by Halpern, Charlotte and published by Policy Press. This book was released on 2018-01-03 with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: Understanding policy analysis in France requires first a thorough exploration of the distinction usually made in French academic and practitioner debates between policy studies and policy analysis--essentially the difference between studies of policy and studies designed for the use of policy. This book begins there, then delves into questions of how and by whom knowledge of policies is produced within and outside the French state, showing that while the tension between the two types of study is real, the continued exchange of ideas between them has led to an enrichment of both spheres. The book thus lays the foundation for a more systematic understanding of policy analysis in France.

Book Synopsis Local Economic Development Policy by : Laura A. Reese
Download or read book Local Economic Development Policy written by Laura A. Reese and published by Routledge. This book was released on 2014-04-04 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1997. Part of the contemporary urban affairs series this volume looks at the local economic development policy of the United States and Canada. Laura Reese compares and analyzes local economic development efforts in Michigan and Ontario. She seeks to redress the paucity of literature comparing local economic development in the United States and Canada. Her goal is to examine and refine current theories of economic development policy-making to include the role of professional bureaucrats and to test an explanatory model which operates cross-nationally. Her study documents significant statutory differences of local economic development policies between the United States and Canada. At the same time, it shows that the similarities are greater than the differences. It is in the bureaucratic world where the differences really narrow.
