Book excerpt: Democracy posits the universality of the equality principle: a community of citizens is governed by the principle of the formal equality of all individuals, whatever their real social, cultural, or other inequalities. Democratization, on the other hand, is motivated by the ambition of ensuring the real equality of citizens, and not simply their formal equality. The dynamics of democracy are thus insured by the development of a welfare state that increasingly intervenes in order to satisfy the social and economic needs of individuals. Especially focused on France, yet informed by the experiences of other European countries, this book examines the dilemmas of the search for equality in society and politics.Democratization guarantees the rights of salaried workers and employees, the rights to material survival and housing, as well as health care, education, and culture. Today, however, as Schnapper observes, its action has become paradoxical. As the fruit of a praiseworthy concern to ensure the universality of rights, what Schnapper identifies as a "Providence State" now aims, by means of positive discrimination and other specific promotion policies, to defend the particular rights of certain categories of individuals. The action of the Providence State thus nourishes an aspiration: that the identities of historical collectivities gathered within the same national society be publicly recognized, and that these have rights. Equity thus supplants equality; and multiculturalism, universality. Such is the ordeal currently experienced by Western democracies, which are faced with the increasingly "providential" nature of their societies. The central claim is that social integration leads to trade-offs with economic and political integration. The logic behind this claim is that socially segregated groups may have difficulties interacting with mainstream society but will have more capacity for group mobilization. That mobilization can improve economic and political integration. In comparison, socially integrated groups may have greater capacity to interact with mainstream society but also less likelihood of developing significant group mobilization resources. As a result, this can limit their economic and political integration outcomes. Rahsaan Maxwell develops this argument with evidence from Britain and France, claiming that similar group-level dynamics exist despite numerous national-level contextual differences, and provides a brief extension of the argument to The Netherlands and the United States.

Book excerpt: In this monumental book, sociologist Robert Castel reconstructs the history of what he calls "the social question," or the ways in which both labor and social welfare have been organized from the Middle Ages onward to contemporary industrial society. Throughout, the author identifies two constants bearing directly on the question of who is entitled to relief and who can be excluded: the degree of embeddedness in any given community and the ability to work. Along this dual axis the author locates virtually the entire history of social welfare in early-modern and contemporary Europe.This work is a systematic defense of the meaningfulness of the category of "the social," written in the tradition of Foucault, Durkheim, and Marx. Castel imaginatively builds on Durkheim's insight into the essentially social basis of work and welfare. Castel populates his sociological framework with vivid characterizations of the transient lives of the "disaffiliated": those colorful itinerants whose very existence proved such a threat to the social fabric of early-modern Europe. Focusing on the transformation of Muslim institutions—especially modernized Muslim schools (médersas) and voluntary organizations—over the past hundred years, Louis Brenner uncovers the social and political processes that have produced new forms, definitions, and expressions of Islam that are patently different from those that prevailed a century earlier. Brenner's study shows that Muslim society in Mali is religiously pluralistic and that it has developed different ways of relating religious obligations to prevailing social and political conditions. Although they were heavily influenced by French and Middle Eastern models, Brenner demonstrates that it was in opposition to French colonial authority that the first médersas and voluntary associations appeared. The complex array of power relations within which these institutions evolved, under French colonial rule and in the postcolonial secularist state, is revealed in this thoughtful book. To give added lustre to this landmark in its history, the Institute accepted the invitation from the International Society of Criminology to organise the 49th International Course of Criminology. The title of the course was: Changes in Society, Crime and Criminal Justice in Europe. A challenge for criminological education and research'. This course explored two themes, both of which are likely to be the focus of debate in criminal policy in the near future: crime and insecurity in the city, and international organised and corporate crime. The presentation and discussion of both themes followed two main approaches. Lectures and seminars focused on the analysis of the nature, the quantity and the development of the phenomena, and meetings were focused on the policy needed to gain control of these phenomena. Moreover, attention was paid to technical and ethical problems which show up at the moment that empirical research is carried out. This publication brings together the main part of the introductory lectures. Part one relates to the theme of crime and insecurity in the city; the second part contains the lectures on international organised and corporate crime. Together both parts present a good picture of what was explained and commented on during the Course, especially in relation to important European developments concerning crime, criminal justice and criminal policy. This book will become an important source of inspiration for both criminological educationand research.
