Book excerpt: This book confronts some of the most important questions related to liberalization, regulation, and the role of the nation state in an increasingly international economy. In the face of powerful transitional pressures for change, to what extent are states able to maintain stable institutional frameworks? Do different domestic structures generate dissimilar patterns of policy-making and economic performance? How important are past institutional choices to subsequent reform? The author addresses these questions through a study of the transformations of a strategic economic sector, telecommunications, in Britain and France over the past three decades. It analyses the theoretical strengths and weaknesses of various models of public policy formation and, the role and reform of national institutions and the continuing role of the nation state.

Book excerpt: This volume is a compilation of papers reflecting many of the issues related to telecommunications that are being debated today and are likely to continue to be addressed in the next few years. The papers examine the ways in which economic and technological forces are changing the regulation of telecommunications and the characteristics of the industry itself. After an introduction on issues such as the information highway, industry consolidation, market integration, and constraints on new policies, the papers cover such topics as the changes in Canadian telecommunications and their economics, the role of telecommunications in productivity and competition, the business network concept as an alternative governance structure, competition policy, convergence of technologies, separation of infrastructure from services, European telecommunications policy, and the historical context in which Canada has handled earlier transformations of a technological nature.

Available in PDF, EPUB and Kindle. Book excerpt: Telecommunications Industry in India represents the first comprehensive study of a state-run enterprise in the telecommunications industry. The study traces over a period of half a century (1948-2009) the growth and decline of Indian Telephone Industries (ITI). At the heart of the monograph stands one central interrogation: How does the socio-technical system of production in a state-controlled firm shape the relations linking the four main actors: the state, management, union and workers? The original contribution of this book lies in combining business history and labour history within a single conceptual framework. The author evaluates the broader conclusions about the telecommunications industry and public sector through the lens of an individual firm to arrive at a more nuanced understanding of the dynamics of change in the globalizing Indian economy. The work is well in command of the literature on the global business history counterparts of ITI in the telecommunications industry. It is further strengthened by the use of French material on the subject which is now accessible for the first time in English. Book excerpt: The unrelenting growth of wireless communications continues to raise new research and development problems that require unprecedented interactions among communication engineers. In particular, specialists in transmission and specialists in networks must often cross each other's boundaries. This is especially true for CDMA, an access technique that is being widely accepted as a system solution for next-generation mobile cellular systems, but it extends to other system aspects as well. Major challenges lie ahead, from the design of physical and radio access to network architecture, resource management, mobility management, and capacity and performance aspects. Several of these aspects are addressed in this volume, the fourth in the edited series on Multiaccess, Mobility and Teletraffic for Wireless Communications. It contains papers selected from MMT'99, the fifth Workshop held on these topics in October 1999 in Venezia, Italy. The focus of this workshop series is on identifying, presenting, and discussing the theoretical and implementation issues critical to the design of wireless communication networks. More specifically, these issues are examined from the viewpoint of the impact each one of them can have on the others. Specific emphasis is given to the evolutionary trends of universal wireless access and software radio. Performance improvements achieved by spectrally efficient codes and smart antennas in experimental GSM testbeds are presented. Several contributions address critical issues regarding multimedia services for Third-Generation Mobile Radio Networks ranging from high rate data transmission with CDMA technology to resource allocation for integrated Voice/WWW traffic.

Book excerpt: The European Yearbook has expanded over the years in keeping with the role played by European institutions compared with national ones. It is an indispensable work of reference for anyone dealing with these institutions, which have become so numerous & varied that no-one can possibly memorise all their acronyms or functions. The European Yearbook provides aids for finding one's way through the labyrinth of these organisations which coordinate a variety of activities in over 20 countries. One of the aids is an 'organisation chart' at the beginning of the documentary section, giving a clear picture of the general situation. A perusal of the many contributions in the volume organisation by organisation, shows the full diversity of the activities which Europe is gradually taking over from national governments, with their consent & financial support. Written in both of the Council of Europe's official languages, English & French, the European Yearbook also contains a general index by subject & name which constitutes a very valuable list of articles & provides direct access to the work's subject matter, regardless of the particular organisation concerned, offering a kind of cross-section of the activities of European organisations.

By adopting a comprehensive analytical framework based on far-reaching literature, the author explores a wide-range of theories, addressing key issues at the forefront of contemporary political and academic debate as: Do nation states matter in the globalizing telecommunications industry? Does the common challenge of techno-global telecommunications restructuring elicit different national responses? What is the significance of a single-speed or multi-speed Europe in implementing telecommunications governance regimes?

Available in PDF, EPUB and Kindle. Book excerpt: It is impossible to understand Canada without looking at the history and development of its telecommunications industry. In the nineteenth century Canada was the only country in the world constructed on the basis of technology - first the railway and, in its shadow, telegraphy. In the 1930s this technological nationalism came of age and telecommunications became Canada's "national" technology. The Invisible Empire provides the first overview of Canadian telecommunications, from the laying of the first telegraph line between Toronto and Hamilton in 1846 to the separation between Nortel - then known as Northern Electric - and the American Bell System in 1956. Rens shows us that Louis Riel was beaten as much by telegraphy as by the Canadian army, and how Bell Canada - then known as Bell Telephone - escaped nationalization by Sir Wilfrid Laurier's government. He follows the construction of the first trans-Canadian telephone line in the midst of the Great Depression of the 1930s and explains why, in the context of the Cold War, Canada built an electronic Great Wall of China in the far North. Rens examines the context that allowed the telecommunications industry to take hold so successfully in Canada and explores how the industry grew so quickly and managed to escape American domination. He situates Canadian accomplishments in telecommunications by comparing them with those of other countries.
