Book excerpt: When, in my capacity as President of the Societe de Chimie physique, I opened the 24th Annual Meeting of this Society, devoted this year to 'molecular motions in liquids', I was stirred by a particular emotion. This had two reasons, one general and the other rather personal. I would like to give an explanation in the Foreword to this volume of communications to the Meeting and their ensuing discussions. An essential characteristic of science is its international nature. It is like a symphony composed of contributions by all the countries playing together as an orchestra in unison. Just as a melody has different 'colours' when played by strings or woodwinds, so there exist similar 'colour' differences, subtle ones, between scientific contributions from different countries, rooted as they are in their own cultural history and liable to impoverish the ensemble if they should cease to participate. I have always had an impression of marked 'colour' differences prevailing among American, Russian, Japanese and European contributions, although within the latter group the timbre is very much the same. This is why I have dreamed of a European 'chamber orchestra' in addition to the great world orchestra.

It aligns recent experimental results obtained with modern techniques with recent theoretical developments. Such close interaction between experiment and theory in this area goes back to the works of Einstein, Smoluchowski, Kramers' and de Gennes. Development of ultrafast laser spectroscopy recently allowed study of various relaxation processes directly in the time domain, with time scales going down to picosecond (ps) and femtosecond (fs) time scales. This was a remarkable advance because many of the fundamental chemical processes occur precisely in this range and was inaccessible before the 1980s. Since then, an enormous wealth of information has been generated by many groups around the world, who have discovered many interesting phenomena that has fueled further growth in this field. As emphasized throughout the book, the seemingly different phenomena studied in this area are often closely related at a fundamental level. The undoubted advantages of international collaboration led to the formation of the European Molecular Liquids Group (EMLG) in July 1981. Book excerpt: Directed Energy Weapons is nothing new to mankind, historically the origination of such weapons falls in centuries ago when first time the famous Greek mathematician, physicist, engineer, inventor, and astronomer Archimedes of Syracuse used different mirrors to collect sunbeams and focusing them on Romans fleet in order to destroy enemy ships with fire. This is known as the Archimedes Heat Ray. Archimedes may have used mirrors acting collectively as a parabolic reflector to burn ships attacking Syracuse. The device was used to focus sunlight onto approaching ships, causing them to catch fire. Of course the myth or reality of Archimedes Heat Ray still is a questionable story, but certain experiments with the help of a group of students from Massachusetts Institute of Technology was carried out with 127 one-foot (30 cm) square mirror tiles in October of 2005 that was focused on a mock-up wooden ship at a range of around 100 feet (30 m). The flames broke out on a patch of the ship, but only after the sky had been cloudless and the ship had remained stationary for around ten minutes. It was concluded the device was a feasible weapon under these conditions.
