And we sent him - and he went!" - Theodore Roosevelt, 1898 In 1898, one of Spain's last possessions in the New World, Cuba, was waging a war for independence, and though Cuba was technically exempted from the Monroe Doctrine because it was already a Spanish territory when the Monroe Doctrine was issued, many Americans believed that the United States should side with Cuba against Spain. Initially, Republican President William McKinley wanted to avoid any wars, and for its part, Spain also wanted to avoid any conflict with United States and its powerful navy. However, Spain also wanted to keep Cuba, which it regarded as a province of Spain rather than a colony. Cuba was very important to the Spanish economy as well, as it produced valuable commodities such as sugar and also had a booming port at Havana. Despite President McKinley's wishes to avoid a war, he was forced to support a war with Spain after the American navy vessel USS Maine suffered an explosion in Havana harbor. McKinley had sent the ship there to help protect American citizens in Cuba from the violence that was taking place there, but the explosion devastated the ship, which sunk quickly in the harbor. 266 American sailors aboard the USS Maine died. Although the Spanish fought the U.S. Army to a stalemate in Puerto Rico, Spain was forced to make peace after the U.S. Navy destroyed both its Pacific and Atlantic fleets. The military defeat in Cuba meant that Spain would have to give Cuba its independence, and the destruction of its navy meant that Spain would have to cede its overseas colonies to the United States. The United States subsequently gained possession of the Philippines, Puerto Rico and Guam, marking the true beginning of American imperialism. The Spanish-American War was famously labeled a "splendid little war." by John Hay, U.S. Ambassador to the United Kingdom, in a letter to Theodore Roosevelt, and while it is often overlooked today due to its brief and one-sided nature, the conflict produced one of the most popular military heroes in American history. While many are familiar with Roosevelt and his Rough Riders, the naval exploits of George Dewey were seemingly nothing short of miraculous. A former veteran of various naval engagements in the Civil War, Dewey managed to find himself in charge of the Asiatic Squadron, and in its most famous battle at Manila Bay, Dewey scored a decisive victory that destroyed Spain's Pacific fleet and subdued Manila's shore batteries while suffering just one American death. Dewey's success in the war led to ticker tape parades upon his return to America, and he was so popular that he briefly ran for president in 1900. While he would never enjoy political success, his distinguished naval career resulted in a promotion to Admiral of the Navy, the equivalent of a six-star admiral. Dewey remains the only American to ever attain that rank, and he became the benchmark by which future naval officers measured themselves, especially during the 20th century's cataclysmic world wars. Indeed, he was so revered that when he died in 1917, his body lay in state in the Capitol rotunda, an honor typically reserved for politicians that has only been afforded to 30 other Americans. Born in Montpelier, Vermont, George Dewey attended the still relatively new U.S. Naval Academy, graduating in 1858. He served with distinction in the Civil War in the Union Navy, saw a significant amount of action in the Mississippi River and along the Atlantic coast, and was singled out for his leadership and bravery by his superior officers. In the wake of the war, Dewey remained in the Navy as an officer, but the American people were generally uninterested in any role their nation could play in the broader world and the Navy languished. Dewey however, refined his perception of what American global naval strategy could be. By the time the Spanish-American War broke out in 1898, Dewey commanded a squadron of ships on the far side of the Pacific. His victory in the Battle of Manila Bay instantly made him the most famous American military figure after Ulysses S. Grant. The degree to which Dewey bore responsibility for embroiling the United States in what came to be known as the Philippine Insurrection was overlooked by an American public that eagerly named children for him, composed songs in his honor, and competed to stage the most extravagant civic celebrations of the quiet naval officer from Vermont. It was a public role for which he was ill-suited. Such was Dewey‘s celebrity that he when he returned to the United States he was instantly spoken of as a serious candidate for the Presidency in 1900. After an abortive and half-hearted candidacy that damaged his public reputation, Congress raised his rank to the newly created “Admiral of the Navy,” the rank he would hold for the rest of his life. He became the embodiment of Theodore Roosevelt‘s “big stick” attitude and the national symbol for American naval power. He served as the chairman of the new General Board of the United States Navy, created in 1900 as the first body to address questions of strategy and operational readiness. Dewey had a profound understanding that his career bridged two seminal periods in American naval history, and clearly understood the repercussions of his victory at Manila. He died in Washington in January 1917, shortly before the United States entered World War I fighting against Germany as he had foretold years earlier. He was buried at Arlington National Cemetery but shortly after reinterred at the Washington National Cathedral, the only U.S. military officer to have such an honor.
