The clothes were purchased the other day. * * The President has not only issued the spirited orders published in regard to any British Men of War taking men from our armed ships, but, I am told, has displaced Captain Phillips, who gave up his men to Commodore Loring. The General Assembly of Virginia are pursuing steps which directly lead to a civil war; but there is a respectable minority struggling in defence of the General Government, and the Government itself is fully prepared for any thing they can do, resolved, if necessary, to oppose force to force, &c., &c.
