Available in PDF, EPUB and Kindle. Book excerpt: Liberia, a small West African country that has been wracked by violence and civil war since 1989, seems a paradoxical place in which to examine questions of democracy and popular participation. Yet Liberia is also the oldest republic in Africa, having become independent in 1847 after colonization by an American philanthropic organization as a refuge for "Free People of Color" from the United States. Many analysts have attributed the violent upheaval and state collapse Liberia experienced in the 1980s and 1990s to a lack of democratic institutions and long-standing patterns of autocracy, secrecy, and lack of transparency. Liberia: The Violence of Democracy is a response, from an anthropological perspective, to the literature on neopatrimonialism in Africa. Mary H. Moran argues that democracy is not a foreign import into Africa but that essential aspects of what we in the West consider democratic values are part of the indigenous African traditions of legitimacy and political process. In the case of Liberia, these democratic traditions include institutionalized checks and balances operating at the local level that allow for the voices of structural subordinates (women and younger men) to be heard and be effective in making claims. Moran maintains that the violence and state collapse that have beset Liberia and the surrounding region in the past two decades cannot be attributed to ancient tribal hatreds or neopatrimonial leaders who are simply a modern version of traditional chiefs. Rather, democracy and violence are intersecting themes in Liberian history that have manifested themselves in numerous contexts over the years. Moran challenges many assumptions about Africa as a continent and speaks in an impassioned voice about the meanings of democracy and violence within Liberia.

Available in PDF, EPUB and Kindle. Book excerpt: On April 12, 1980, a group of soldiers led by Master Sergeant Samuel K. Doe executed a bloody coup that put an end to the Americo-Liberian minority regime in Liberia, transforming Africa’s first republic into a military dictatorship. In Liberia under Samuel Doe, 1980-1985: The Politics of Personal Rule, Yekutiel Gershoni examines the evolution and effects of Samuel K. Doe’s reign in Liberia. Gershoni shows Doe’s path to absolute power, corruption, and dictatorship and the economic crises and political turmoil that ensued, even after his murder in 1990. Liberia under Samuel Doe also examines the role of the United States as Liberia’s closest ally, detailing how Doe managed to attract American diplomatic and military support due to U.S. interests in the Cold War. Through in-depth research, primary sources, and interviews with diplomats, politicians, and activists, Gershoni carefully details the timeline of Doe’s rise to power and the lasting effects of his dictatorial legacy.

Book excerpt: The reform and the democratic control of the security sector-and the joining together of security and development-have become a major focus of international intervention into post-conflict societies. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

Book excerpt: At the request of the Government of Liberia (GoL), the IMF Fiscal Affairs Department (FAD) led an external assessment of the central government’s public financial management (PFM) systems based on the Public Expenditure and Financial Accountability (PEFA) methodology. The assessment was undertaken in close collaboration with the Ministry of Finance’s (MoF) PFM Reform Coordination Unit (RCU), with the participation of staff of the African Development Bank and the World Bank, and with financial support from the European Union and Sida. The assessment examines progress since the PEFA assessment of 2007 and provides a renewed baseline for monitoring progress in PFM reform and for supporting the GoL in refining, where necessary, the current PFM reform strategy. The assessment snapshot date was April 23, 2012. The report was reviewed by the GoL, the PEFA Secretariat, a donor reference group, and FAD, the latter being at the same time responsible for quality assurance.

Liberia’s PRS articulates the government’s overall vision and major strategies for moving toward rapid, inclusive, and sustainable growth and development during the period 2008–11. This paper provides the context for the PRS by describing the conflict and economic collapse, the transition beyond conflict, and the initial progress achieved during the past two years. It stresses that Liberia must create much greater economic and political opportunities for all its citizens and ensure that growth and development are widely shared.

Book excerpt: Almost ten years on from the official end of wars in Sierra Leone (2002) and Liberia (2003), attention is shifting from post-war peacebuilding to longer-term development. What headway has been made? What challenges lie ahead? And what lessons that can be learnt? This issue of Accord draws on experiences and perspectives from across societies in both countries to explore comparative lessons and examine progress, and argues that peacebuilding policy and practice needs to concentrate more on people: on repairing and building relationships among communities, and between communities and the state; and on developing more participatory politics and society that includes marginalised groups. It suggests that customary practices and mechanisms can help deliver essential services across a range sectors, and that local civil society can facilitate national and international policy engagement with them.
