The story is about British involvement in Libya since the first treaty signed with the rulers in Tripoli in January 1692. The book is divided into four eras. The first covers the period up to the Italian invasion in 1911; the second covers the First World War and Italian pacification; the third covers the Western Desert Campaign; and the final part brings the reader up to date with recent events. In the words of the Foreign Secretary, Edward Grey, the 1911 Italian invasion of Libya “led straight to the catastrophe of 1914”. Using memoirs of politicians and correspondents from both sides of the conflict, the author pieces together British involvement, shedding new light on the Senussi Campaign and the Duke of Westminster’s rescue of 100 British PoWs at Bir Hakkeim, as well as the story of Colonel Milo Talbot, who did as much as TE Lawrence to establish British influence with Arab leadership, but was never rewarded for his work. Even though hundreds of books have been written about the Western Desert Campaign, this book includes much unpublished material in addressing the contentious issues and explains why General Brian Horrocks wrote: “Command in the desert was regarded as an almost certain prelude to a bowler hat”. The final part of the book begins with Britain’s operations to establish Libya as an independent kingdom and the rise of nationalism that led to Gadaffi’s coup in 1969. The story of the tense relationship with the Brotherly Leader during the “Line of Death” era and subsequent rapprochement precedes an authoritative account of the 2011 revolution. The final chapter, brings the reader up to date with the current conflict as well as the migration crisis and the Manchester Arena bombers.

Yet this dynamic is surprisingly absent today; instead, the superpowers have all, at times, sought to promote what Jason Pack terms the 'Enduring Disorder'. He contends that Libya's ongoing conflict-more so than the civil wars in Yemen, Syria, Venezuela or Ukraine-constitutes the ideal microcosm in which to identify the salient features of this new era of geopolitics. The country's post-Qadhafi trajectory has been molded by the stark absence of coherent international diplomacy; while Libya's incremental implosion has precipitated cross-border contagion, further corroding global institutions and international partnership. As a memoir of exile, Libyan Twilight bursts with nostalgia and gives voice to a forgotten tragedy. Shackled to his Libyan heritage, Luzon relives his life in Italy, Israel and London through a series of charming anecdotes. Sentiments aside, Libyan Twilight is about a man's quest for justice. On a self-assigned mission, Luzon strives for closure on the deaths of his family in Tripoli during the pogrom. Nobody was convicted, nor were they granted a funeral. Luzon's honorary pursuit for redemption places revenge aside, as he sets out to achieve a trial, a conviction and a funeral for the lost Libyan Jews.

Book excerpt: How close to reality was the official U.S. image of Libya through the Nixon-Ford, Carter, and Reagan administrations? After recounting the actions of Libya and the United States in the Middle East since 1969, ElWahrfally concludes that it was very far from accurate. Using personal interviews as well as scholarly research, ElWarfally demonstrates that recent U.S. relations with Libya, regardless of rhetoric, have been primarily determined by whether or not Libya serves U.S. interests in the region: maintaining access to Middle Eastern oil, protecting Israel, and limiting Soviet expansionism. Just as the official image of Libya has veered from one extreme to another, U.S. policy responses have also often conflicted with the publicly stated view. The Nixon administration was at first friendly toward Libya, even though Qaddafi ejected the U.S. military and nationalized the oil industry, because of Libya's avowed anticommunism and U.S. dependence on Libyan oil. After 1976, the official U.S. image was more hostile, and Libya was attacked as a destabilizing influence in the Middle East. Outrage reached new heights during the Reagan administration, which made several unsuccessful covert attempts to unseat Qaddafi, mounted an embargo and military provocations, and in 1986 bombed Libya on a pretext later revealed to be false. Combining theory with current history, this book demonstrates that fixed ideas and misinterpretation of events may have more to do with foreign policy behavior than facts do. Suggesting a new direction for research into relations between the superpowers and the Third World, it will interest scholars, students, and policymakers concerned with the Middle East.
