The book offers recommendations to address this, the main one being that policy makers should give due consideration to the consolidation of EMRA’s independent role with appropriate safeguards laid out to prevent attempts of regulatory misuse. The book concludes by suggesting that there is a compelling need to move forward with a consolidated reform sooner rather than later if Turkey genuinely wishes to take a leadership position in the race to become an efficient gas hub and be part of Europe’s single energy market.

Short-run and long-run effects are identified and the robustness of results is tested. Separate chapters discuss climate policy, renewable energy and the role of Russia. A key finding is that liberalization lowers energy prices and increases consumption, particularly in the electricity markets where prices fall by 25 per cent on average in the short run. Effects are somewhat stronger in the long run, as investment options are utilized. The welfare benefits of liberalization are considerable in the long run. However, liberalization increases emissions of CO2. The welfare costs of fulfilling Western Europe's Kyoto obligations depend highly on the policies implemented, but are at least as large as the benefits of liberalization.

Using empirical evidence from Europe, the United States, and Japan that a well-formulated and comprehensive liberalization can bring about more advantages than disadvantages, he shows how well-designed unbundling and open access regimes may accomplish the following : inject much-needed competition into gas exploration, exploitation, import, production, and retailing ; reform and re-regulate non-competitive sectors such as transportation, distribution, and storage ; balance potential conflicts between energy security and competition ; and support interests such as environmental protection, energy rights, safety, and consumer protection. The author attends throughout to the contrasting market situations in countries that rely on importing natural gas by liquefied natural gas tankers (LNG countries), and countries with their natural gas mainly coming from production fields via direct pipelines (PNG countries). Identifying the key legal issues arising from the development of the various unbundling and open access regimes discussed, the book goes on to provide a detailed general legislative framework for gas liberalization that applies especially to LNG countries. The author finds, perhaps surprisingly, that both LNG countries and PNG countries can in fact learn from each other.
