The traditional British naval strategy of the mercantilist era persisted into the early nineteenth century when the Royal Navy’s policing of the seas against piracy and the slave trade antagonized trade rivals, particularly America. By the 1850s, Britain granted immunity to neutral shipping – after much debate, with some of the century’s leading thinkers, including Mill and Marx, taking prominent parts in the naval controversies. This book examines these events, as well as the writings of contemporary naval strategists including the Colomb brothers. It also discusses the strategic posture of the Admiralty and its opponents before and during the war against Germany in 1914.

Book excerpt: As U.S. strategy shifts (once again) to focus on great power competition, Strategy Shelved provides a valuable, analytic look back to the Cold War era by examining the rise and eventual fall of the U.S. Navy’s naval strategy system from the post–World War II era to 1994. Steven T. Wills draws some important conclusions that have relevance to the ongoing strategic debates of today. His analysis focuses on the 1970s and 1980s as a period when U.S. Navy strategic thought was rebuilt after a period of stagnation during the Vietnam conflict and its high water mark in the form of the 1980s’maritime strategy and its attendant six hundred –ship navy force structure. He traces the collapse of this earlier system by identifying several contributing factors: the provisions of the Goldwater Nichols Act of 1986, the aftermath of the First Gulf War of 1991, the early 1990s revolution in military affairs, and the changes to the Chief of Naval Operations staff in 1992 following the end of the Cold War. All of these conditions served to undermine the existing naval strategy system. The Goldwater Nichols Act subordinated the Navy to joint control with disastrous effects on the long-serving cohort of uniformed naval strategists. The first Gulf War validated Army and Air Force warfare concepts developed in the Cold War but not those of the Navy’s maritime strategy. The Navy executed its own revolution in military affairs during the Cold War through systems like AEGIS but did not get credit for those efforts. Finally, the changes in the Navy (OPNAV) staff in 1992 served to empower the budget arm of OPNAV at the expense of its strategists. These measures laid the groundwork for a thirty-year “strategy of means” where service budgets, a desire to preserve existing force structure, and lack of strategic vision hobbled not only the Navy, but also the Joint Force’s ability to create meaningful strategy to counter a rising China and a revanchist Russian threat. Wills concludes his analysis with an assessment of the return of naval strategy documents in 2007 and 2015 and speculates on the potential for success of current Navy strategies including the latest tri-service maritime strategy. His research makes extensive use of primary sources, oral histories, and navy documents to tell the story of how the U.S. Navy created both successful strategies and how a dedicated group of naval officers were intimately involved in their creation. It also explains how the Navy’s ability to create strategy, and even the process for training strategy writers, was seriously damaged in the post–Cold War era.

Different schools of thought emerged: some anticipated the growth of a cosmopolitaneconomic order, others believed in a brutal imperialism necessary for an expanding capitalism, still others saw evil precapitalist forces at work. In The Liberal Ideal and the Demons of Empire, noted historian Bernard Semmel traces the evolution of the ideas about imperialism and discusses four major schools of thought: the classical economists, the social theorists, the national economists, and the Marxists. From Adam Smith to Lenin, the subject of colonialism--and then imperialism--remained controversial. Although classical economists offered visions of a prosperous world economy based on free trade, and liberal idealists argued that rational self-interest would eliminate aggressive mercantilism and wars of conquest, such "utopian" ideals proved elusive. Crucially, he advances the view that navies could perform much better if their role in assisting land warfare and amphibious forces were increased. Writing in the early 20th century, Corbett draws upon centuries of naval battles and identifies several common strains to discuss. The development of sound war strategies at sea was often a process of trial and error - the author elects to explain how strategy evolved as much from calamity as from proven practice. How a naval force should be assembled, how it should assume formation upon the sea, and how concentrations and dispersal of ships should be organized each receive discussion. Although naval warfare has substantially changed since this book's original publication, it continues to be consulted for its timeless and sound advice. Corbett's era predated the extensive use of submarines and aeroplanes in naval combat, but his conclusions remain sound and sought after even in the tutoring of modern maritime strategy. His concepts of war, that build upon Clausewitz's ideas of offense and defense, and of naval power as an extension of a nation's objectives are important to strategists to this day. The final part of this book is concerned with sound command aboard a given vessel, and across a fleet. Corbett discusses what constitutes competent command of a ship, and how adept command has an immense bearing in any occasion. Good command could help preserve a crucial war asset in any scenario, heightening the efficiency of the naval force and contributing to eventual victory. Julian S. Corbett was a civilian historian, but had an immense interest and ability in the field of naval theory and combat. Although his views were often disregarded by many military leaders of his day, over the years his opinions have proven both valid and valuable.

But with the League of Nations seeming to offer a solution to all future conflicts, a country weary of war and without an obvious enemy there seemed no need for a large battlefleet. The strategic focus shifted eastwards, to Japan, with its growing battlefleet as the new threat to the British Empire and to the Royal Navy's supremacy. From 1924 a strategic plan, War Memorandum (Eastern), was written and refined. The plan called for the Royal Navy, still the largest in the world, even after the Washington Naval Treaties, to move eastwards to a defended base at Singapore, cut off Japan and force her battlefleet into a decisive fleet battle. As a strategy War Memorandum (Eastern) had many flaws. Its real importance lay in the fact that it provided a justification for the Royal Navy to maintain its leading position in the world and to be in the forefront of the development of new tactical thinking. Through planning for a war with Japan the Royal Navy was able to test its readiness for a future war. Many of the lessons learnt during this period were ultimately put to good use against a different foe in 1939.
