Tout comme les terres les plus fertiles et les ressources minières, les ressources hydrauliques sud-africaines, indispensables au développement dans un pays marqué par l'aridité, ont été l'objet d'une conquête par les colons blancs. Ce livre retrace l'histoire de cette appropriation, à travers l'exemple des deux principaux cours d'eau, l'Orange et son affluent le Vaal. Il montre comment un vaste système de manipulation des cours d'eau a été construit autour de grands transferts d'eau, pour les faire passer de leur direction "naturelle", vers l'océan, à leur direction "anthropique" actuelle, vers l'argent et le pouvoir. De cette conquête, les cours d'eau sud-africains ne sont pas sortis indemnes. Il est devenu difficile de distinguer les dynamiques naturelles des modifications voulues par l'homme, souvent du fait des interactions complexes entre les grands barrages et les aménagements locaux. Avec l'arrivée au pouvoir de l'ANC de Nelson Mandela, la gestion de l'eau était promise à un changement radical, mais comment évaluer des impacts environnementaux alors que s'entremêlent de façon inextricable le "naturel" et "l'artificiel", les processus nés des aménagements locaux, des grands barrages et les fluctuations cycliques des précipitations ? Comment gérer des cours d'eau et mener des politiques environnementales, au sortir de 40 ansd'apartheid, alors que le cadre du bassin versant n'a plus de sens ? Les réponses apportées à ces questions depuis 15 ans sont non seulement un indicateur des changements qui affectent l'Afrique du Sud, mais aussi un exemple pour tous les pays du Sud confrontés aux mêmes défis.

On March 20, 2009 in Nairobi, Hekima College collaborated with Jesuit Hakimani Centre and the French Institute for Research in Africa (IFRA) to host the Hekima College Water Day Academic Seminar with the theme Shared Waters, Shared Opportunities. This book is the result of critical research and presentations by internationally renowned scholars, researchers and experts, and students of the Institute of Peace Studies and International RelationsHekima College. For most of 2009 Kenya suffered severe problems caused by flooding which took many lives and destroyed homes and important infrastructures. It highlighted the issues of water management and water conflicts, not only in Kenya but in other parts of East Africa, as it was made abundantly clear that not only scarcity of water, but excess water, incorrectly managed, can be disastrous. This timely, scholarly book presents discussions of the issues which underlie the major water crises in the region. Book excerpt: Africa’s leading producer of electricity, Eskom Holdings SOC Ltd, is also a vertically integrated monopoly, owned by the South African state. This national champion was shaken in 2008, when it was obliged to introduce ‘load shedding’, or rolling blackouts, and again in late 2014. Trying to understand how and why one of the iconic pillars of South African state capitalism is now in distress, the authors of this book argue that the so-called electricity crisis is in fact a public monopoly crisis. Moving beyond technical aspects, they explore the relationship between state power and Eskom before, during and after apartheid. From this perspective, they suggest that the current technical and financial troubles of this public utility are illustrative of the weakening of its technopolitical regime, of how national institutions have governed Eskom’s technological development, and of the pursuit of political goals in the production of electrical power. Without a clear industrial strategy during the 2000s, Eskom became a powerful tool of Broad-Black Economic Empowerment as well as a neopatrimonial system which generates profits captured by the ruling party. As a result, crisis in Eskom shakes the whole political edifice. Inefficient and its finances increasingly under scrutiny, this state-owned enterprise’s existence as a monopolistic public utility is regularly a subject of debate. The authors discuss the ambivalent role of Eskom in the national energy transition policy and whether solutions point in the direction of de-integrating this public monopoly and allowing its current technopolitical regime to enter a planned or natural decline.

The everyday of the Chadian Walad Djifir is one in which sedentarity and mobility are approached as two entwined parts of a whole, and where economic and geographical boundaries do not necessarily form constrictions. The ferīkh (nomadic camp) is where all of the Walad Djifir’s networks meet, and often also begin— a physical place embodying various networks and connections, which span time and geographical space. This analytical and methodological approach gives insight in how regional trends can be understood in light of the Walad Djifir’s daily lives. Over time, the Walad Djifir have developed ways of coping and dealing with insecurities, interacting with infrastructural, technological, and socio-political developments in specific ways. In exploring how such insecurities and crises become anchored into the everyday, the ferīkh provides answers. It is precisely the mundane elements of daily life which anchor disruption.
