Book excerpt: This edited volume promotes a comparative and transnational approach to the complex and ambiguous relationship between West European socialism and the contemporary state over the longue durée. It encourages a better understanding of socialism while also casting an original light on the history of the contemporary state in Europe. Socialists have been a prime political force since the late nineteenth century through to the present. Through their strength, their presence at the heart of societies, their dynamism, inventiveness, and influence, they have left their mark on the European physiognomy and helped to forge part of its identity. This is particularly true where the welfare state is concerned, and the role played by the state in constructing, embedding, and extending this social model. Surprisingly, there has been no research aiming to systematically analyse the relationship between socialism and the state. This volume fills a gap in knowledge by rejecting the media simplification and political polemic maintained by opponents of socialism – and sometimes by socialists themselves – which systematically links socialism with “statism”. It focuses on numerous case studies involving France, Italy, Spain, Greece, Austria, Germany, Belgium, the United Kingdom and Scandinavia, and highlights the diversity of organisations within European socialism. Ultimately, this book demonstrates that the fate of this political culture depends on the socialist parties themselves but also on any new configurations that states may assume. Conversely, the future of states will also depend partly on the choices made by socialists, if they still exist and still have the means to shape decisions and make their voices heard.

Using a wide range of data on public policies, it demonstrates that neo-liberal thought has had far less influence in France than in other European nations during the period from 1974 to 2012. The failure of neo-liberalism to propagate in public policies France is shown to be mainly due to the strong resistance of public opinion towards it. In addition, the structure of French institutions has reinforced the effect of "path dependence" in the making of public policy by valuing state expertise above that of actors likely to question the post-war consensus, such as academics and think tanks. Finally, the book identifies other more incidental factors which contributed to neo-liberalism marginality: the fragmentation and radicalism of neo-liberal advocates, as well as the absence of charismatic political actors to effectively embody these ideas. In the 2010s, France was in a situation of systemic crisis, namely, the impossibility for political leadership to find a strategy of institutional change, or more generally a model of capitalism, that could gather sufficient social and political support. This book analyses the various attempts at reforming the French model since the 1980s, when the left tried briefly to orient the French political economy in a social-democratic/socialist direction before changing course and opting for a more orthodox macroeconomic and structural policy direction. The attempts of governments of the right to implement a radically neo-liberal structural policy also failed in the face of a significant social opposition. The enduring French systemic crisis is the expression of contradictions between the economic policies implemented by the successive left and right governments, and the existence of a dominant, social bloc, that is, a coalition of social groups that would politically support the dominant political strategy. Since 1978, both the right and the left have failed to find a solution to the contradictions between the policies they implemented and the expectations of their respective social bases, which are themselves inhabited by tensions and contradictions that evolve with the structural reforms that gradually transformed French capitalism.
