Dans un contexte où l’enjeu de préservation des zones humides en France est très important et devant ce constat, il apparait urgent de mettre au point une méthode scientifique efficace permettant d’évaluer l’état écologique (valeurs et fonctions) d’un milieu et d’identifier les conséquences d’un projet d’aménagement l’impactant (estimation des pertes) afin de proposer la meilleure mesure compensatoire possible. Ce type de méthode d’évaluation existe déjà aux États-Unis sous le nom de Rapid Assessement Method (RAM) ou Méthodes d’Evaluation Rapides (MER). Dans ce contexte, le but de ce projet est d’étudier si les Méthodes d’Évaluation Rapides (MER) des zones humides, crées aux Etats-Unis dans le cadre de mesures compensatoires, sont transposables au territoire français ? Dans le cas où les MER ne seraient pas transposables directement, quelles adaptations pourraient être proposées ? Il apparaît, au terme de cette réflexion que les Méthodes d’Evaluation Rapide des zones humides ne sont pas directement transposables au territoire français et méritent des adaptations. L’analyse intrinsèque des méthodes à permis d’identifier leurs principaux atouts mais elle a également mis à jour une partie de leurs difficultés structurelles comme leur choix d’indicateurs ou de fonctions évalués, leur manque de rapidité sur le terrain. Puis l’étude de ces méthodes dans le cadre de leur application directe en France à, de nouveau, mis en avant des difficultés d’application. Leur dépendance vis-à-vis de documents adaptés au système américain (lois, règlement, listes d’espèces, etc.) ou le fait qu’elles puissent créer des discriminations entre les milieux ouverts et fermés pour des raisons d’attribution de priorités différentes a alors été souligné. Les analyses des points forts et points faibles des MER ont également permis de dégager des pistes d’évolution et d’adaptation des méthodes dans le cadre de leur application française. Ces pistes théoriques ont ensuite été assimilées puis intégrées à la conception d’une telle méthode. Cette méthode a été testée sur le terrain, en parallèle avec deux méthodes américaines afin d’identifier ses limites et d’enregistrer un premier retour d’expérience. Ce premier retour a permis de proposer de nouvelles propositions d’amélioration.

C'est pourquoi, un projet commun entre l'ONEMA, le MNHN, le bureau d'étude Biotope et l'IRSTEA, accompagné notamment de l'équipe de chercheurs IPAPE de Tours, va s'attacher à élaborer une méthode d'évaluation rapide des fonctions des zones humides. Cette méthode a clairement défini ses objectifs à savoir d'être rapide à mettre en œuvre et de rester le plus fidèle possible à la réalité. Aussi, elle se doit également d'être accessible, lisible et surtout utile pour un public technique mais non spécialiste. Le choix a donc été de proposer une analyse fonctionnelle basée sur des indicateurs quantitatifs élaborés à partir de bases de données et de relevés sur le terrain. Ainsi, comment cette méthode pourrait-elle être un outil efficace et opérationnel d'aide à la décision, et/ou à la gestion, des zones humides dans le cadre des processus liés à l'aménagement du territoire? Ce projet de fin d'étude va chercher à répondre à cette problématique à travers l'étude plus détaillée de l'architecture interne de la méthode (et notamment ses indicateurs) et de la lisibilité et l'utilité des résultats. Certains biais ou manques sont alors apparus et ainsi, à partir de ces constats, des pistes d'améliorations ont été formulées.
