Pour permettre aux agents économiques de mieux se protéger contre ces risques, les autorités de l'UEMOA ont prix des dispositions spécifiques dans ce cadre dans le Règlement n° 9/2010/CM/UEMOA/ relatif aux relations financières extérieures des Etats membres de l'UEMOA adoptée en 2010. Les dispositions du Règlement relatives à la couverture du risque de change et de prix dans l'UEMOA ont été présentées et expliquées. Le Règlement prévoit entre autre l'utilisation de produits dérivés dans la mise en place de couvertures des risques financiers. Ces produits financiers dérivés objets de la réglementation de change ont été définis et expliqués et leurs utilisations en de couverture de risque illustrées par de cas concrets. Les résultats de ces couvertures ont permis d'apprécier leur intérêt et leur revers.Les banques, seules habilitées d'après la réglementation à effectuer des transactions sur produits financiers dérivés pour le compte de leurs clients, doivent informer et éduquer ceux-ci sur la nature des risques auxquels ils sont exposés ainsi que leurs couvertures dans le strict respect des dispositions en vigueur en la matière.The development of commerce and international financial transactions puts UEMOA (West African economic and monetary union) companies at risk when it comes to foreign exchanges and commodity price changes. To allow these companies better hedge their foreign exchange and commodity price risk the new Foreign Exchange Act, 2010 (Règlement n°09/2010/CM/UEMOA/ relatif aux relations financières extérieures des Etats membres de l'UEMOA) provides specific guidelines such as the use of derivative products for hedging purposes. The article at first presents and explains the guidelines. Then the derivatives have also been explained and their use in hedging illustrated through practical case studies. The ensuing results clearly show the rationale of hedging but also their relative drawbacks.Moreover, according to the Foreign Exchange Act only banks are authorized to conduct derivatives transactions on behalf of their clients. In this regard they have the duty to inform and educate clients on their risk exposures and how to hedge them in accordance with the relevant rules.

The review shows that empirical evidence regarding the beneficial effects of central bank autonomy is substantial, although some technical issues still remain for further research. In particular, central bank autonomy raises the issue of subjecting the monetary authorities to democratic control; this calls for additional research on the linkages between central bank autonomy and accountability and transparency. Additional empirical analysis on the relationship between the financial strength of the central bank and its de facto autonomy, and between its autonomy and financial stability, would also be desirable.

Book excerpt: The success over the years in reducing inflation and, consequently, the average level of nominal interest rates has increased the likelihood that the nominal policy interest rate may become constrained by the zero lower bound. When that happens, a central bank can no longer stimulate aggregate demand by further interest-rate reductions and must rely on "non-standard" policy alternatives. To assess the potential effectiveness of such policies, we analyze the behavior of selected asset prices over short periods surrounding central bank statements or other types of financial or economic news and estimate "noarbitrage" models of the term structure for the United States and Japan. There is some evidence that central bank communications can help to shape public expectations of future policy actions and that asset purchases in large volume by a central bank would be able to affect the price or yield of the targeted asset.
