Book excerpt: The huge agricultural potential of the Democratic Republic of the Congo (DRC) is well Documented. The country is endowed with well over two million square kilometers (km2) of land, 800 thousand of which is arable, yet only 10 percent is currently under cultivation. DRC also has favorable climatic and ecological conditions, allowing several harvests of numerous crops per year. Nevertheless, few studies have looked at the country’s spatial heterogeneity in terms of economic activity, public goods, or the livelihood strategies of smallholder farmers. As a result, policymakers have little evidence to guide their decisions in planning and implementing interventions to improve the nation’s food and nutrition security status. To fill in this knowledge deficit, the Regional Strategic Analysis and Knowledge Support System (ReSAKSS), which is facilitated by the International Food Policy Research Institute (IFPRI), provides knowledge products and analytical tools in support of African countries. Among the tools developed, country eAtlas—which is freely available online (http://eatlas. resakss.org/)—is a highly interactive, geographic information systems–based mapping tool designed to provide policymakers and analysts with access to high-quality, highly disaggregated data on agricultural, socioeconomic, and biophysical indicators.

Book excerpt: The Democratic Republic of the Congo (DRC) is perennially plagued by prolonged phases of poverty, conflict, and increased internal migration, as well as pandemic outbreaks such as Ebola and COVID-19, and limited livelihood opportunities. Such unexpected or catastrophic events have rendered households vulnerable and resulted in poor health outcomes. Given this background, we intend to analyze the nutritional profile of households for a period spanning almost a decade using the Household Consumption Expenditure Survey (HCES). We construct a composite nutrition deficiency index (NDI), capturing intake of 14 different macro- and micronutrients (which we refer to as dimensions)—namely, calories, protein, calcium, zinc, folate, thiamine, niacin, iron, vitamin A, vitamin B12, vitamin D, vitamin B6, vitamin C, and vitamin E—using the popular Alkire-Foster methodology. This methodology, usually used to construct multidimensional poverty indexes, in this case helps measure the incidence, intensity, and combined extent of multinutrient deprivation. DRC’s values on the multidimensional NDI vary regionally from 0.13 to 0.73. Urban DRC performs worse than rural DRC. Regions subject to the conflict and Ebola crises are the worst-affected of the nutritionally deprived regions. Deficiency in calorie and protein intake contributes to the highest values of the NDI, but we also find evidence of a double burden of malnutrition, with households lacking consumption of both macro- and micronutrients. South Kivu is the worst-performing of all regions and Mongala the best. The northern parts of DRC have fewer nutritionally deprived households, as compared with the central and southwestern parts. Our main policy recommendation is to help improve market access in urban areas so that people consume a more diverse diet. In rural areas, the government should support improving nutrition-sensitive agricultural production. Although the World Food Programme has a sustained presence in the country, uplifting households from severe hunger, active participation by the government and collaboration with multiple stakeholders is called for.

Book excerpt: Avec une population urbaine estimée à 43% en 2016, la proportion de la population urbaine de la République démocratique du Congo est la troisième plus importante en Afrique subsaharienne, après celle de l’Afrique du Sud et du Nigéria. Avec un taux d’urbanisation de 4.1% par an, les villes congolaises accueillent ainsi, chaque année, 1 million de citadins supplémentaires. Si cette tendance se poursuit, la population urbaine pourrait doubler en l’espace de 15 ans seulement. De plus, avec ses 12 millions d’habitants et un taux de croissance de 5.1% par an, Kinshasa pourrait devenir d’ici 2030 la ville la plus peuplée d’Afrique. Cette forte croissance urbaine s’accompagne de deux défis majeurs : d’une part, celui de rendre les villes habitables et inclusives en répondant à la forte demande de services sociaux et d’infrastructures, d’éducation, de santé et d’autres services de base et à l’importante pauvreté urbaine, et d’autre part, celui de rendre les villes plus productives grâce à une meilleure concentration de l’activité économique. La Revue de l’Urbanisation de la République démocratique du Congo montre que le pays s’urbanise à des rythmes différents, et identifie 5 régions (Est, Sud, Centre, Ouest et Bassin du Congo) qui présente des défis et des opportunités qui leur sont spéficiques. La Revue propose des mesures de politiques publiques sous trois ensembles d’instruments †“ les « 3 Is » (Institutions, Infrastructures et Interventions) pour aider chaque région à répondre à ses besoins spécifiques tout en tirant parti des effets d’agglomération économique. Ainsi, il est proposé pour les régions à urbanisation naissante (région de l’est) d’investir dans les Institutions courantes qui régulent les marchés (foncier par exemple), et fournissent les services de base. A mesure que l’on progresse vers un stage d’urbanisation intermédiaire (régions du sud et du centre) et que les marchés se consolident, les Infrastructures de liaison extra-urbaines et intra-urbaines deviennent essentielles. Les infrastructures de transport qui relient les villes et l’arrière-pays rural peuvent intégrer les marchés de produits, accroître le commerce inter-régional et faciliter la spécialisation économique. Dans les régions à urbanisation avancée (région de l’ouest), les priorités consistent à consolider les institutions, accroître les investissements en infrastructures de liaison et renforcer les Interventions ciblées ainsi que les actions à mener pour réduire la formation des quartiers précaires à Kinshasa, par exemple. La République démocratique du Congo est à la croisée des chemins. La récente baisse des prix des matières premières pourrait être l’occasion pour le pays de diversifier son économie et d’investir dans le secteur manufacturier. Le moment est indiqué pour que les décideurs congolais investissent dans des villes capables d’être le moteur de la transformation structurelle du pays et d’une meilleure intégration avec les marchés africains et mondiaux afin de conduire le pays sur la voie de l’émergence.

Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
