La cinquième liberté est particulierement importante pour l'économie des lignes long courrier, l'accès aux communications internationales des pays enclavés, ainsi que pour le tourisme. Par sa nature même, la cinquième liberté provoque la méfiance de nombreux états, qui interdisent ou entravent son exercice sur leur territoire. Certaines régions sont particulièrement protectionnistes en matière de cinquième liberté. Ainsi, l'Afrique, l'Amérique latine et les pays de l'est. Les politiques de libéralisation entreprises aux États-Unis et en Europe n'ont eu aucun impact favorable sur les droits de la cinquième liberté. L'échec des tentatives d'échange multilatéral des droits de trafic, lors des conférences de Chicago, en 1944, et de Genève, en 1947, a consacré les accords bilatéraux comme cadre d'échange des droits commerciaux. Le système bilatéral est imparfait: Il conduit à un véritable marchandage des droits commerciaux, en particulier ceux de cinquième liberté. De plus, il ne permet pas d'encadrer efficacement un certain nombre de pratiques commerciales, qui ne font par ailleurs l'objet d'aucune réglementation,comme l'exercice du transport en sixième liberté. Plusieurs projets de réforme de l'échange des droits de trafic ont été présentés. Ils préconisent un règlement, soit au niveau multilatéral, soit au niveau régional ou plurilatéral. En l'état actuel de la diplomatie aéronautique, l'échange libéral des droits de cinquième liberté entre plusieurs états serait difficile à mettre en oeuvre. En tout état de cause, il est indispensable d'envisager une nouvelle définition de la cinquième liberté et d'établir une définition de la sixième liberté.

Sociologists are challenged to go beyond small-scale economic exchange and to integrate their concept of networks into a broader understanding of the economic system as a whole, while economists are challenged to consider the economic implications of network ties, which can be strong or weak, unconditional or highly contingent.
