Gender equity at the primary level has been the focus of considerable attention within the Education for All Framework of Action, but much less so at the secondary level. Evidence of gender inequity and inequality in terms of access, retention and performance in secondary education in SSA raises many questions. While transition rates from primary to secondary are higher for girls than boys, and the repetition rates are lower, girls still significantly trail behind boys in graduation and enrollment rates. The purpose of this study is to document and analyze the extent and nature of gender disadvantage in junior and senior secondary education, to analyze the causes of this disadvantage, and to identify strategies that may be effective in reducing or eliminating it. This study was prepared as part of the Secondary Education and Training in Africa (SEIA) initiative which aims to assist countries to develop sustainable strategies for expansion and quality improvements in secondary education and training. Book excerpt: The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are 'policy orphans,' positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth's school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners' actions working with youth in Sub-Saharan Africa.

Dans le court terme, une fécondité plus faible engendre une baisse des taux de dépendance des jeunes et une plus grande participation de la population active féminine en dehors de la maison. La réduction de la taille de la famille signifie également qu’il reste davantage de ressources à investir dans la santé et l'éducation par enfant, augmentant ainsi la productivité future des travailleurs. Au long terme, une durée de vie accrue résultant de l’amélioration dans le domaine de la santé signifie que cette vaste cohorte aux gains élevés sera également désireuse d’épargner pour la retraite ainsi que pour la création de l'épargne et des investissements plus conséquents, conduisant ainsi à d'autres gains de productivité. Deux choses sont nécessaires pour que le dividende démographique génère un décollage économique de l'Afrique. La première consiste à accélérer la baisse de la fécondité qui est actuellement au point mort ou lente dans de nombreux pays. La seconde est les politiques économiques qui profitent de l'occasion offerte par le changement de la démographie. Alors que l'évolution démographique peut produire plus, et des travailleurs de meilleure qualité, cette main-d'œuvre potentielle doit être employée si l'Afrique se doit de récolter le dividende. Cependant, une fois en route, la relation entre l'évolution démographique et le développement humain fonctionne dans les deux sens, c’est-à -dire qu’elle crée un cercle vertueux susceptible d’accélérer la baisse de la fécondité, le développement social et la croissance économique. Les recherches scientifiques montrent trois facteurs clés pour accélérer la transition de la fécondité: la santé des enfants, l'éducation des femmes et l'autonomisation des femmes, notamment par l'accès à la planification familiale. Exploiter le dividende démographique nécessite la création d'emplois pour les grandes cohortes de jeunes qui entrent en âge de travailler et qui stimulent les investissements étrangers jusqu'à faire augmenter l'épargne intérieure et l'investissement. La combinaison appropriée de politiques dans chaque pays dépend de leur stade de transition démographique. Etant la dernière région à subir la transition démographique, l’Afrique peut tirer les leçons des réussites et des échecs des autres régions dans l'exploitation d'un dividende démographique. Le succès exige (i) l'accélération de la transition démographique; (ii) une économie dynamique produisant des revenus et des investissements plus élevés pour une jeunesse mieux éduquée et en meilleure santé.

Many African societies nurture their children on the ingrained notion that children must work as part of their process of growing up. Children participate in their families and communities through the work they do in the house and in whatever else their families do. Such views are, however, antithetical to the dominant views in Europe and North America which see childhood as a time of freedom from responsibility and economic activity. These views have become so popular with the elites in other countries to the extent that they now drive international campaigns against child labour, and have been incorporated into what are now considered universal international standards and conventions. This book was conceived within the framework of the CODESRIA tradition of taking African perspectives seriously and not allowing social research in Africa to become subservient to values from outside. African scholars remain keenly aware of the need not to isolate themselves from developments in the wider world, which could lead to stagnation. This book, through empirical observation of the lives of African children, the work they do, its place in their lives, and what the children say about it, proposes new perspectives towards a new understanding of this complex stage of human development. Work is not simply about the right to income: work provides identity and status in society, and participation in the community. People relate to one another through work. Those who do not work are often without status and are at the periphery of society. One of the major ways in which this book differs from most of the available literature is in the understanding it brings to the problem of child labour. There are economic reasons why children may need an income of their own. There is the demographic fact that the proportion of children to adults in low-income countries is nearly double that in high-income societies. This book attempts to demonstrate that work is both necessary and beneficial in terms of a childs development to become a full, responsible, and respectable member of society.
