Dans un premier temps, elle se concentre sur les différentes échelles ainsi que sur les rôles que les collectivités territoriales peuvent jouer en matière d'aménagement industriel dans les démarches dédiées aux symbioses industrielles. Les enjeux et les axes possibles pour la définition d'un potentiel d'écologie industrielle sont ensuite étudiées. Le potentiel d'écologie industrielle tel que nous le définissons dans cette thèse est un indicateur permettant d'identifier une capacité pour le territoire à mettre en place des synergies. Il permet, sur la base d'une estimation du caractère industriel du tissus économique installé, de discriminer les diverses sous-composantes d'un territoire pour orienter les démarches territoriales. Après l'étude des diverses données disponibles pour établir au niveau français, sa mise en application est réalisée et évaluée. Elle est suivie d'une caractérisation du métabolisme territorial de l'Ile-de-France, approche destinée à compléter le potentiel d'écologie industrielle quand celui-ci est estimé nul sur le territoire. Les évolutions de l'appareil statistique disponible et la pertinence des échelles sont alors discutées. Enfin, une plateforme d'appui à l'action présente les traductions applicatives du potentiel d'écologie industrielle et plusieurs contributions au domaine réalisées pendant la thèse. Elle concernent la qualification des flux, la prise en compte des services et l'intégration de modules de détection et d'évaluation des synergies pour compléter le patrimoine applicatif français du domaine.

Les stratégies opérationnelles - synergies - qui en découlent consistent à valoriser les déchets d'un acteur comme matière première de substitution pour un autre acteur. La thèse s'interroge sur la capacité de ces stratégies à répondre efficacement aux enjeux de développement durable des entreprises et des territoires et plus précisément sur leur capacité à concilier durabilité sociale et environnementale des territoires et développement compétitif des entreprises. Un protocole générique d'analyse est proposé pour identifier, évaluer et rendre appropriable l'ensemble des valeurs économiques, environnementales, sociales et territoriales créées et/ou détruites par une synergie. Il est complété par un canevas de modèle d'affaires durable dédié à l'EIT clarifiant la proposition de valeurs d'une synergie, les modalités de leur création et de captation pour l'écosystème de parties prenantes. Les terrains d'étude de la thèse sont des clusters industriels rassemblant des acteurs de l'industrie lourde (acier, pétrochimie, ciment, minéraux). Une analyse macro et 13 études de cas mettent en évidence le potentiel d'opérationnalisation de l'EIT, la diversité de ses bénéfices mais aussi la nécessité de développer des modes de coordination innovants pour internaliser certaines valeurs non-marchandes significatives. Elles démontrent aussi que l'EIT peut être vecteur d'éco-innovation pour les entreprises, initiant une transition vers des modèles d'affaires plus durables et circulaires.

Grâce à l’apport du corpus théorique de la Proximité, nous montrons à travers ces travaux que la mise en œuvre de démarches d’écologie industrielle résulte d’un processus dynamique de coordination des acteurs.
