Available in PDF, EPUB and Kindle. Book excerpt: How good are Canadian schools? What measurements should we use to evaluate the state of Canadian education? This book discusses the state of schools in Canada in comparison to other countries as well as province-to-province. It looks at the crucial elements in any educational system, ranging from the family environment to the quality of teaching to the effectiveness of school bureaucracy. It also stresses the importance of education in creating a well-trained and efficient workforce and suggests that a high level of numeracy and literacy generates significant income premiums for Canadian workers.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about the tumultuous and even passionate relationship between New Education and Educational Sciences, which are regarded as an inseparable «couple», intrinsically linked and surprisingly fruitful. Yet they remain irreconcilable and are mutually contradictory in a number of their elements and characteristics. Do Educational Sciences offer a scientific base or ideological support for New Education? Do the numerous new educational initiatives and reforms provide a «laboratory» for Educational Sciences or alternatives to the new scientific paradigms? Is this at the risk of their merging? And what is the price of these tensions? Specialists in the history of Educational Sciences and New Education from various geographical, cultural and disciplinary horizons explore the complex links between this powerful reforming movement and the nascent disciplinary field that emerged during the first half of the 20th century.

Available in PDF, EPUB and Kindle. Book excerpt: Popular Education is a concept with many meanings. With the rise of national systems of education at the beginning of the nineteenth-century, it was related to the socially inclusive concept of citizenship coined by privileged members with vested interests in the urban society that could only be achieved by educating the common people, or in other words, the uncontrollable masses that had nothing to lose. In the twentieth-century, Popular Education became another word for initiatives taken by religious and socialist groups for educating working-class adults, and women. However, in the course of the twentieth-century, the meaning of the term shifted towards empowerment and the education of the oppressed. This book explores the several ways in which Popular Education has been theoretically and empirically defined, in several regions of the world, over the last three centuries. It is the result of work by scholars from Europe and the Americas during the 31st session of the International Standing Conference on the History of Education (ISCHE) that was organised at Utrecht University, the Netherlands in August 2009. This book was originally published as a special issue of Paedagogica Historica.

Available in PDF, EPUB and Kindle. Book excerpt: Protectionism has become less and less of a viable instrument of intervention by national governments, particularly for member-states of common markets. This Hobart Paper provides a formal framework for analysing the effect on domestic policy choices of constraining the power of national governments to maintain trade barriers, as experienced in GATT-type arrangements, in common-market treaties, and in other free-trade agreements within blocs of trading partners. The author argues that the government of a national economy with free inward and outward movement of factors and goods, has little or no power to engage in purely redistributive policies. The member governments of a common market are in a position approximating that of the government of a small economy, free of trade barriers. Federalism and free trade go hand in hand inasmuch as they both strengthen governments' power to do good, while restricting their power to abuse citizens. The paper attempts to show that the opening of national frontiers to freer movement of goods, services, capital, and people will result in less use of other instruments of intervention in domestic affairs. Less reliance on protectionism by national governments will have an impact similar to reinforcing devolution of power within federal states. Imposing heavier taxes and restrictive regulations on national resources in conditions of free trade leads first to more rapid and more pronounced substitution of foreign for local production. It also causes capital to move out of higher-cost economies. Finally, victims of government abuse may 'vote with their feet' and leave the territory. Freer trade is a first step and a sufficient condition towards the federalisation of the world. However, this competitive federalist model only works if national and local decisions are not superseded by vast central powers covering the same fields within trade blocs or at the supra-national level. As a tool for cartelising national and regional governments, centralisation weakens the ability of citizens to escape unpopular measures by moving their goods or their production factors to more favourable locations and uses.
