The disenfranchisement of persons with mental impairments, minors, noncitizen residents, nonresident citizens, and criminal offenders is a matter of controversy in many countries. How should we think morally about electoral exclusions? What should we conclude about these particular cases? This book proposes a set of principles, called the Critical Suffrage Doctrine, that defies conventional beliefs on the legitimate denial of the franchise. According to the Critical Suffrage Doctrine, in some realistic circumstances it is morally acceptable to adopt an alternative to universal suffrage that would exclude the vast majority of sane adults for being largely uninformed. Thus, contrary to what most people believe, current controversies on the franchise are not about exploring the limits of a basic moral right. Regarding such controversies, the Critical Suffrage Doctrine establishes that, in polities with universal suffrage, the blanket disenfranchisement of minors and the mentally impaired cannot be justified; that noncitizen residents should be allowed to vote; that excluding nonresident citizens is permissible; and that criminal offenders should not be disenfranchised-although facilitating voting from prison is not required in all contexts. Political theorists have rarely submitted the franchise to serious scrutiny. Hence this study makes a contribution to a largely neglected and important subject.

Although there is a large and growing literature on democracy and elections in Africa, parties and party systems have hitherto not been the focus of research, which may be surprising given their central role in a liberal democracy. The early works from the 1960s and 1970s provide neither a sound conceptual nor empirical basis. Research on political parties and party systems in Africa is still in its infancy. Various contributions in this volume address the theoretical and conceptual challenges provided by the African parties and party systems with their particular features of weak organization, informal relationships dominated by "big men" and clientelism within a neopatrimonial setting. Others raise the crucial question of representation in relation to ethnicity, civil society and gender, or look into the empirical relationship between party systems and democracy. Further chapters ask questions about the appropriate electoral system for the multiethnic context in Africa and deal with the problem of electoral system reform. Finally, there are chapters which focus on the neglected area of electoral violence, and the moral role of money and vote buying is scrutinized through a case study. An important conclusion is that party research in Africa needs more conceptual clarity as well as empirical research particularly on party organization, voting behavior, and the role of ethnicity. But in Democratic Legitimacy, Pierre Rosanvallon, one of today's leading political thinkers, argues that this crisis of confidence is partly a crisis of understanding. He makes the case that the sources of democratic legitimacy have shifted and multiplied over the past thirty years and that we need to comprehend and make better use of these new sources of legitimacy in order to strengthen our political self-belief and commitment to democracy. Drawing on examples from France and the United States, Rosanvallon notes that there has been a major expansion of independent commissions, NGOs, regulatory authorities, and watchdogs in recent decades. At the same time, constitutional courts have become more willing and able to challenge legislatures. These institutional developments, which serve the democratic values of impartiality and reflexivity, have been accompanied by a new attentiveness to what Rosanvallon calls the value of proximity, as governing structures have sought to find new spaces for minorities, the particular, and the local. To improve our democracies, we need to use these new sources of legitimacy more effectively and we need to incorporate them into our accounts of democratic government. An original contribution to the vigorous international debate about democratic authority and legitimacy, this promises to be one of Rosanvallon's most important books.
