Geneviève Koubi analyse les relations ambiguës qu'entretiennent le droit et les minorités dans la République française. Elle conclut l'ouvrage par une réflexion montrant toute la difficulté qu'il y a à penser les minorités dans l'ordre du droit. La deuxième partie de l'ouvrage est consacrée aux textes internationaux touchant à la question des minorités. Elle rappelle d'abord la chronologie de la pratique internationale et reproduit ensuite les textes les plus marquants dans l'histoire et les plus pertinents pour le présent. Leur présentation à la fois chronologique et thématique vise à aider à leur interprétation en même temps qu'à faciliter leur consultation.
