In The Family and the Nation, Jennifer Ngaire Heuer examines the meaning of citizenship during and after the revolution and the relationship between citizenship and gender as these ideas and practices were reworked in the late 1790s and early nineteenth century.Heuer argues that tensions between family and nation shaped men's and women's legal and social identities from the Revolution and Terror through the Restoration. She shows the critical importance of relating nationality to political citizenship and of examining the application, not just the creation, of new categories of membership in the nation. Heuer draws on diverse historical sources—from political treatises to police records, immigration reports to court cases—to demonstrate the extent of revolutionary concern over national citizenship. Decreasing birth rates had largely slowed French population growth, and the country’s population was not keeping pace with that of its European neighbors. To regain its standing in the European world, France set its sights on building a vast colonial empire while simultaneously developing a policy of pronatalism to reverse these demographic trends. Though representing distinct political movements, colonial supporters and pronatalist organizations were born of the same crisis and reflected similar anxieties concerning France’s trajectory and position in the world. Regeneration through Empire explores the intersection between colonial lobbyists and pronatalists in France’s Third Republic. Margaret Cook Andersen argues that as the pronatalist movement became more organized at the end of the nineteenth century, pronatalists increasingly understood their demographic crisis in terms that transcended the boundaries of the metropole and began to position the French empire, specifically its colonial holdings in North Africa and Madagascar, as a key component in the nation’s regeneration. Banding together in the face of exclusion from the right to work guaranteed to all men in February 1848, they write petitions to the Provisional Government, and create the first daily feminist newspaper, “La Voix des femmes.” The newspaper is a forum for their demands: midwives who demand to be paid as civil servants, domestic workers who demand support while unemployed, teachers who demand opportunities for higher education and for higher wages. The right to vote and the right to divorce are debated in the newspaper. Seeking to widen their support, Niboyet and her cohort launch a political club, Le Club de femmes, which is ridiculed in the satiric press. The women activists of 1848 do not withdraw from the public sphere. They form workers’ associations. Deroin and Roland are imprisoned for their activism. All continue to work for women’s rights as teachers, writers, and artists. The women of 1848 inspire successive generations of women to continue their struggle.
