The main problem is the number of robberies and murders by the Keyhorn Gang which appears to be operating out of Sweetwater County. The banks and train owners, plus the huge amount of cattle being stolen from the larger ranchers in Wyoming had the lobbyists knocking on politician's doors. Until Wyoming gets its criminal faction under control Wyoming will not be considered for statehood. The many pulp stories wrote about the Keyhorn Gang had brought notoriety about their untrue adventures all the way back to the east. They are becoming as well known as the James Gang. This notoriety is not welcomed in the east at this time. A committee in Washington thinks that if they could clean up the gang of outlaws it would go a long way in showing that they have the problem under control. The main problem is the territory has no territorial police force, like the Texas Rangers and the Arizona Rangers, so the outlaws run from county to county beyond each sheriff's authorities. Once the Keyhorn Gang started down the outlaw trail that runs all the way to Mexico, Wyoming had no authority to pursue them. The governor had only one last resort.The governor asked the United States Government for help and was assigned two Special United States Marshals badges with permission to hire whoever he wanted. The governor searched the whole territory of Wyoming and has come to the decision that Max Stonehill was the man he wanted to take on the task of cleaning up Sweetwater County. The man perfect to do the job was a noted bounty hunter, by the name of Max Stonehill. But he was in the Territorial Prison for cattle rustling for the next three years. The deal the governor made with Max Stonehill, would either bring them closer to statehood or slam the door on it for years. It was a risky endeavor but it was one the governor thought was worth taking. Max Stonehill would be freed.
