Book excerpt: Forty-six essays, presented by avowedly anti-Castro editors and gathered mostly from US journals and books of the past couple decades, are organized into five sections devoted to the history, economy, society, military, and polity of Cuba. Some of the specific topics treated include: Cuban and Soviet relations; decentralization, local government, and participation; economic policies and strategies for the 1990s; the politics of sports; political and military relations; and forecasting institutional changes after Castro. In addition, two appendices present a chronology of the Cuban revolution from 1959 to 1998 and biographical essays on 19 revolutionary leaders. The Soviet presence and purposes in Latin America are a matter of great controversy, yet no serious study was hitherto combined with a regional perspective (concentrating on the nature and regional impact of Soviet activity on the ground) and diplomatic analysis, examining the strategic and ideological factors that influence Soviet foreign policy. Nicola Miller's lucid and accessible survey of Soviet-Latin American relations over the past quarter-century demonstrates clearly that existing, heavily 'geo-political' accounts distort the real nature of Soviet activity in the area, closely constrained by local political, social and geographical factors. In a broadly chronological series of case-studies Dr Miller argues that, American counter-influence apart, enormous physical and communicational barriers obstruct Soviet-Latin American relations and that the lack of economic complementarity imposes a natural obstacle to trading growth: even Cuba, often cited as 'proof' of Soviet designs upon the area, is only an apparent exception.

This book was released on 2000-12-06 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Canada, Latin America, and the New Internationalism Brian Stevenson argues that Canada's foreign policy toward Latin America has been profoundly affected by these three factors and has evolved in response to both changing domestic demands and shifting international circumstances. By analysing a pivotal period in Canada-Latin American relations, he shows us how successive Canadian governments made important initiatives toward closer relationships with Latin America and were also pressured by non-governmental organizations to play a bigger role in the region. Canada's increased role can be seen in official foreign policy commitments, such as the decision to join the Organization of American States, and in policy decisions on political refugees. He explains that while the United States has played a key role in sometimes constraining Canadian foreign policy in the region, it is important to realize that Canadian foreign policy has been steadied by a long-standing tradition of internationalism. Canada, Latin America, and the New Internationalism demonstrates that the tradition of internationalism in Canadian foreign policy as viewed from the perspective of foreign policy analysis provides the framework within which to understand and accommodate changes in its policy toward Latin America. The period which the book explores is critical in order to understand the contemporary nature and future direction of Canada-Latin America relations.

Book excerpt: In this second, revised and updated edition, Dr. Booth assesses the performance of the revolutionary government since 1979. The structure and operation of the regime is closely examined, as well as its policies and their implementation. The author details the difficulties the Sandinistas have encountered with the breakdown of their revolutionary coalition and the emergence of domestic and external opposition. He also discusses the difficulty of achieving economic recovery due to the effects of economic reorganization, private sector fears, and external economic sanctions. Finally, Dr. Booth focuses on the foreign policy of the Sandinistas, in particular their increasingly tense relationship with the United States.

Available in PDF, EPUB and Kindle. Book excerpt: Over recent years James Dunkerley has established a reputation as one of the most thoughtful and eloquent writers on Latin America. In his latest book he investigates the high incidence of political suicide in the subcontinent. A sensitive and revealing essay details a number of case studies: the still disputed death of Chilean President Salvador Allende during Pinochet’s storming of the Moneda Palace in 1973; the case of the Salvadorean guerrilla leader Salvador Cayetano Carpio who shot himself in the heart in April 1983; the death of Brazilian President Getulio Vargas, who declared in April 1954 that he would only leave the presidential palace dead—and a few days later did so; Bolivian President German Busch, who died at his own hand aged thirty-five in 1939; and the dramatic end of Eduardo Chibas, founder of the Cuban People’s Party, who shot himself live on Havana radio in 1951. in the pieces which follow, Dunkerley employs his customary acuity to range over the implications of the Sandinista defeat in Nicaragua, the plight of El Salvador, the modern history of Bolivia, the experience of postwar Guatemala and, in a coruscating broadside, the politics of the Peruvian novelist and the presidential candidate Mario Vargas Llosa.
