The number of undernourished people increased for the third consecutive year reaching 39.3 million, 6.1% of the population. Vulnerable groups, such as the population living in poverty, children, women, indigenous peoples and rural inhabitants, tend to experience more severe problems of hunger and malnutrition. Inequality of malnutrition is also seen in gender. The problems of malnutrition in the region are the result of the profound changes that have affected its food systems, which determine the quantity, quality and diversity of food available for consumption, a transformation that has been driven by growing urbanization, changes in diets and new ways of producing and processing food. The solution to the problems of hunger and malnutrition in the region requires changes to its food systems.

The Region has shown significant progress in reducing child malnutrition and it is significantly distant and below the global prevalence of malnutrition in girls and boys. However, malnutrition due to excessive weight in the Region is one of the highest in the world and it continues to increase. This year, the Regional Overview of Food Security and Nutrition in Latin America and the Caribbean focuses on food environments and describes some of the main policies that the countries of Latin America and the Caribbean are developing to face the different forms of malnutrition.

Biodiversity for food and agriculture is the diversity of plants, animals and micro-organisms at genetic, species and ecosystem levels, present in and around crop, livestock, forest and aquatic production systems. It is essential to the structure, functions and processes of these systems, to livelihoods and food security, and to the supply of a wide range of ecosystem services. It has been managed or influenced by farmers, livestock keepers, forest dwellers, fish farmers and fisherfolk for hundreds of generations. The report was originally prepared as supporting documentation for an informal regional consultation on the state of Latin America and the Caribbean’s biodiversity for food and agriculture held in Panama City, Panama, 8 to 10 March 2016. It was later revised based on feedback received from the participants of the informal consultation and on an additional country report. Book excerpt: This publication-a joint effort by the International Food Policy Research Institute (IFPRI) and the Inter-American Institute for Cooperation on Agriculture (IICA)-is being released in the context of growing changes and fragmentation in global economic and trade relationships. Countries are increasingly adopting protectionist measures in response to recent crises and the decreased competitiveness of value chains, due to rising production, marketing and transportation costs. The complex multilateral trade system and the urgent need to implement concrete actions in this area are prompting countries to work towards the adoption of new standards that aim to protect and preserve the environment but could also become barriers to trade that impose a significant economic and social cost on other countries. The countries of the Americas must continue to support efforts to strengthen the multilateral trade system, ensuring that it is open, transparent and science-based, as well as to effectively participate in discussion forums such as the ministerial conferences of the World Trade Organization (WTO). Amidst this scenario, international trade plays a vital role in transforming food systems, by interconnecting them and contributing to creating a more sustainable global food system. In recent years, the growth of production and exports has converted Latin America and the Caribbean (LAC) into the largest net food exporting region in the world. On average, agrifood exports from the region in 2021-2023 accounted for 17% of global agrifood exports, representing one fourth of total exports from the region. During that period, LAC agrifood exports grew by 7.6%. Yet, it bears mentioning that, despite its important role, the region has its share of challenges. During 2023, 85% of LAC agrifood exports were directed at external markets and 53% of the value of exported agrifood exports was concentrated among only 10 products. This demonstrates the region’s significant vulnerability and is undoubtedly a challenge that must be addressed. This document is an inter-institutional effort to share ideas and reflections on the main issues to be tackled building on the 13th WTO Ministerial Conference. We hope that it will serve as input in strengthening the participation of the countries of the Americas in WTO multilateral negotiations, while also highlighting the key role of agricultural trade in agrifood system transformation.

Book excerpt: Why write a book on macroeconomic policies and their links to agriculture and food security in developing countries? The food price spikes of the years just prior to 2010 and the economic, political, and social dislocations they generated refocused the attention of policymakers and development practitioners on the agricultural sector and food security concerns. But even without those traumatic events, the importance of agriculture for developing countries—and for an adequate functioning of the world economy— cannot be denied. First, although declining over time, primary agriculture still represents important percentages of developing countries’ overall domestic production, exports, and employment. If agroindustrial, transportation, commercial, and other related activities are also counted, then the economic and social importance of agriculture-based sectors increases significantly. Furthermore, large numbers of the world’s poor still live in rural areas and work in agriculture. Through the links via production, trade, employment, and prices, agricultural production is also crucial for national food security. Second, it has been shown that agriculture in developing countries has important growth and employment multipliers for the rest of the economy, and agriculture seems to have larger positive effects in reducing poverty than growth in other sectors. Third, agriculture is not only important for individual developing countries, but it has global significance, considering the large presence of developing countries in world agricultural production and the increasing participation in international trade of those products (these three points will be covered in greater detail in Chapter 1).
