Through an analysis of political and economic development in four countries—Turkey, Syria, Korea, and Taiwan—this book explores the origins of political-economic institutions and the mechanisms connecting them to economic outcomes. David Waldner extends our understanding of the political underpinnings of economic development by examining the origins of political coalitions on which states and their institutions depend. He first provides a political model of institutional change to analyze how elites build either cross-class or narrow coalitions, and he examines how these arrangements shape specific institutions: state-society relations, the nature of bureaucracy, fiscal structures, and patterns of economic intervention. He then links these institutions to economic outcomes through a bargaining model to explain why countries such as Korea and Taiwan have more effectively overcome the collective dilemmas that plague economic development than have others such as Turkey and Syria. The latter countries, he shows, lack institutional solutions to the problems that surround productivity growth. The first book to compare political and economic development in these two regions, State Building and Late Development draws on, and contributes to, arguments from political sociology and political economy. Based on a rigorous research design, the work offers both a finely drawn comparison of development and a compellingly argued analysis of the character and consequences of "precocious Keynesianism," the implementation of Keynesian demand-stimulus policies in largely pre-industrial economies.

The agricultural productivity growth that fueled this change was generated primarily by agricultural Research and development (R&D) financed and conducted by a small group of rich countries - especially the United States, but also Japan, Germany and France. In an increasingly interdependent world, both rich and poor countries have depended on agricultural research conducted in the private and public laboratories of these few countries, even if they have not contributed to financing the activity. But now the rich-country research agendas are shifting. In particular, they are no longer as interested in simple productivity enhancement. Dietary patterns and other priorities change as incomes increase. Food-security concerns are still pervasive among poor people, predominantly in poor countries. Food and nutrition security being the major concerns, agricultural R&D in less-developed countries is at the crossroads. Intensity of ARD in the developing nations is too little. But, it’s never too late. Technology gap between developed and developing countries is increasing both, qualitatively and quantitatively. Persistence of such a dichotomy may lead the developing nations into a technological orphanage. The technology-buying disadvantages of the developing countries are to be emphasized. Developing countries will have to become more self-reliant in the development of applicable agricultural technologies. Technological innovations must be combined with institutional innovations to ensure agricultural productivity.India has substantially increased its public funding of agricultural research since the late 1990s and this trend will likely continue in coming years. Nonetheless, India’s research intensity ratio, measured as public agricultural R&D spending as a share of agricultural output, continues to be relatively low. In the twelfth five‐year plan, the Indian Government addressed this deficiency by committing a significant percentage of AgGDP to agricultural R&D. No uniquely best system for all situations; goal is to find the most appropriate system. Investment in innovation is needed to support all components. Role of “institutions” is vital; partnerships and network are the cornerstones.

The latecomer firm that succeeds in capturing these rents earns "second-mover" advantage. Amsden and Chu examine the successful second movers in electronics and modern services. The critical factors, they show, are the government policies and large-scale firms that drive skills, speed, and scale. R&D in Taiwan was usually undertaken in conjunction with government labs, which prepared the way for local production of the next hot, mature product. Speed in ramping up at the firm level depended on project execution capabilities and access to capital. Scale proved to be an absolute entry requirement in modern service sectors, and was crucial to win subcontracts from leading foreign firms and to secure key components from world-class suppliers in the electronics industry. The authors challenge current orthodoxy along two lines. First, they argue that government played an important role through interventions that went beyond the market model and overcame the limitations of networking. Interventions possibly promoted mature high-tech even more than mid-tech. Second, the entrepreneurs in Taiwan were nationally owned large-scale firms rather than multinational companies.
