The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Combining the history of language instruction, school desegregation, and civil rights activism as it unfolded in Japanese American and Mexican American communities in L.A., this timely book clarifies the critical and evolving role of language instruction in twentieth-century American politics. Book excerpt: Citizenship is not a neutral word; it evokes numerous interpretations and connotations in various policies, discourse, and practices. Its significance is motivated by current narratives of rights and responsibilities of a citizenry, (illegal) immigration, and English-only ideologies. The basis for this investigation is the perception that the U.S. has traditionally been a country of immigrants as well as the role that English plays in a nation without an official language. This dissertation is situated in the research domains of language policy (Shohamy, 2006; Spolsky, 2004), globalization (Blommaert, 2003; Bruthiaux, 2005), language assessment (McNamara, 2000; Shohamy, 2001), and language ideologies (Ricento, 2003; Wiley & Wright, 2004). Understanding that meanings are transmitted both from the top-down and the bottom-up (McCarty, 2011; Ramanathan, 2005), citizenship is investigated in naturalization policy and the citizenship test, swearing-in ceremonies for new citizens, interactions at a local U.S. Citizenship and Immigration Services field office, citizenship preparation classes, and the media, uncovering discrepancies between what citizenship means and how it is ascertained. Data from these sites is analyzed using qualitative methods such as grounded theory, ethnography, interviews, social semiotics, linguistic landscape research, and corpus-based critical discourse analysis.This dissertation asserts that discursive and semiotic ideals of citizenship affect the status of English in the U.S., societal ideologies of immigration, language assessment practices, and teaching pedagogy. How naturalization applicants conceive of citizenship is not always in accord with the U.S. government's representations of citizenship, but it is the government's definitions of citizenship that affect applicants' future access and opportunities. The dissertation concludes with suggestions for citizenship reform at the level of classroom pedagogy and test design, and ways that critical and active citizenship can be practiced in everyday life.

In the late 1980s Latin Americans of Christian background started arriving in Israel as labor migrants. Alejandro Paz examines the ways they perceived themselves and were perceived as potential citizens during an unexpected campaign for citizenship in the mid-2000s. This ethnographic account describes the problem of citizenship as it unfolds through language and language use among these Latinos both at home and in public life, and considers the different ways by which Latinos were recognized as having some of the qualities of citizens. Paz explains how unauthorized labor migrants quickly gained certain limited rights, such as the right to attend public schools or the right to work. Ultimately engaging Israelis across many such contexts, Latinos, especially youth, gained recognition as citizens to Israeli public opinion and governing politics. Paz illustrates how language use and mediatized interaction are under-appreciated aspects of the politics of immigration, citizenship, and national belonging.
