Book excerpt: Agricultural Land Redistribution and Land Administration in Sub-Saharan Africa: Case Studies of Recent Reforms focuses on “how” to undertake land reforms in Sub-Saharan Africa, but with relevant lessons for other developing countries. It provides details, with case studies, on how reforms were undertaken to address a pressing and controversial development challenge in Africa – land ownership inequality – and an intransigent development issue – inefficiency and corruption in land administration. An equally important contribution of the book is assessing reforms and highlighting valuable lessons for other countries contemplating reforms. The six case studies collectively cover two main areas of land governance: reforms in redistributing agricultural land and reforms in land administration. The first two case studies discuss reforms in redistributing agricultural land in Malawi and South Africa, part of the southern Africa region where land ownership inequalities rival those in Latin America. The remaining case studies, four in number, are focused on addressing corruption and inefficiency in land administration in a variety of contexts of governance including stable and post-conflict countries. The case studies cover: • Decentralizing land administration with demonstrations from Uganda, Ethiopia, Tanzania, and Ghana; • Developing post-conflict land administration systems with examples from Liberia and Rwanda; • Re-engineering and computerizing land information systems with examples from Ghana and Uganda; and • Improving management of government land through land inventories with examples drawn from Ghana and Uganda. The common elements between sometimes disparate experiences provide lessons of relevance to African and other developing countries contemplating similar reforms. The rigorous analysis and yet down-to-earth lessons of experience are a reflection of the authors’ deep global experience underpinned by personal participation in the reforms covered by the book. This volume will be of interest to a wide audience including land specialists and practitioners, African policy makers, experts and managers in the international development community, and the academia.

Book excerpt: The study assesses factors that explain households’ perceived tenure insecurity and the demand for new formalization of land rights in Ethiopia. We use data from the 2013 Agricultural Growth Program (AGP) survey of 7,500 households from high agricultural potential areas of Ethiopia. The results from a logistic estimation and a descriptive analysis reveal that the de-mand for further land demarcation is positively associated with higher perception of tenure insecurity. Moreover, disaggre-gated regression results indicate that ownership and boundary-related disputes characterize peri-urban locations and vibrant communities, whereas perceived risk of government expropriation of land is mainly manifested in predominantly rural com-munities and areas where administrative land redistribution is a recent practices. Hence, the rollout strategy for the recent wave of the Second-Level Land Certification agenda should avoid a blanket approach, as it can only be considered a best fit for those vibrant and peri-urban locations where demand for further formalization is higher and boundary and ownership-related disputes are more common. However, focusing similar interventions in predominantly agrarian communities and communities with recent administrative land distributions may not be advisable since expropriation risk seems to be dictating perceived tenure insecurity of households in such locations. Rather, regulatory reforms in the form of strengthening the depth of rights over land, such as formalization of rural land lease markets and abolishing conditional restrictions on inter-generational land transfers via inheritance or gifting, could be considered as alternative and cost-effective intervention pack-ages in this latter context.

Book excerpt: Master's Thesis from the year 2020 in the subject Geography / Earth Science - Demographics, Urban Management, Planning, grade: A, Jimma University College of Agriculture and Veterinary Medicine (College of Social Sciences and Humanities), course: Geography and Environmental Studies, language: English, abstract: This study assesses the impact of the land registration system on local revenue collection within Jimma City Administration. Emphasizing the significance of registering land and land-related properties, the research examines how such registration can enhance land management, foster development, and generate substantial land-related revenue. The study has three key objectives: firstly, identifying institutional, technical, financial, and motivational factors in the land registration system; secondly, analyzing mechanisms for improving the land registration system; and thirdly, examining the relationship between land registration and tax revenue. The research employs a probability sampling method, and the findings reveal that a significant percentage of the sampled respondents (86%) possess knowledge about land registration. Additionally, experts in the field acknowledge the importance of land registration for revenue collection in the study area. The study underscores a complementary relationship between land registration and revenue collection, and it traces the trends of revenue change attributed to the land registration system. Furthermore, the introduction of a cadastral system is shown to have a positive impact on revenue collection.

Available in PDF, EPUB and Kindle. Book excerpt: This thesis provides a new approach to the Ethiopian Land Law debate. The basic argument made in this thesis is that even if the Ethiopian Constitution provides and guarantees common ownership of land (together with the state) to the people, this right has not been fully realized whether in terms of land accessibility, enjoyability, and payment of fair compensation in the event of expropriation. Expropriation is an inherent power of the state to acquire land for public purpose activities. It is an important development tool in a country such as Ethiopia where expropriation remains the only method to acquire land. Furthermore, the two preconditions of payment of fair compensation and existence of public purpose justifications are not strictly followed in Ethiopia. The state remains the sole beneficiary of the process by capturing the full profit of land value, while paying inadequate compensation to those who cede their land by expropriation. Secondly, the broader public purpose power of the state in expropriating the land for unlimited activities puts the property owners under imminent risk of expropriation.

Book excerpt: Master's Thesis from the year 2020 in the subject Business economics - Accounting and Taxes, grade: A, Ethiopian Civil Service University, language: English, abstract: The objective of this study is to describe the importance of introducing a real property registration system for property taxation system improvements. Mixed research approach has been used to collect and analyses data. Field activities including questionnaires, interviews and direct observation were undertaken in order to get information on the current situation of the property tax system and land registrations. Based on the analysis, the need for the property taxation in the study area, the gaps in the information provided by the current land register were identified. The results showed that the establishment of a real property registration system facilitated the property taxation process and consequently maximize property based revenue. Property taxation is one of the means to generate revenue by government for the local developments. To improve the property taxation government needs to ensure that its property records contain information that is beneficial to collect property taxation. Introducing a real property registration system that has complete contents and mechanisms to regularly updating is the most important tool to support the property taxation system. With regard to this, many authors have discussed the role of the real property registration system in general, but not enough researches have been carried out to investigate the value of establishing a real property registration system on property taxation. There is a direct strong relationship between real property registration system and improvements in property taxation. The study recommended that the current registration system should be remodelled to include the vital information such as property value, owners address and tax amount that is desired to collect property taxation. Comprehensive real property policies, cost-effective systematic registration and computerizing the records were suggested to improve the current deficiency of land register.
