Book excerpt: Abstract: Recognition of the importance of institutions that provide security of property rights and relatively equal access to economic resources to a broad cross-section of society has renewed interest in the potential of asset redistribution, including land reforms. Empirical analysis of the impact of such policies is, however, scant and often contradictory. This paper uses panel household data from India, together with state-level variation in the implementation of land reform, to address some of the deficiencies of earlier studies. The results suggest that land reform had a significant and positive impact on income growth and accumulation of human and physical capital. The paper draws policy implications, especially from the fact that the observed impact of land reform seems to have declined over time.

Book excerpt: Land reforms emerged as one of the most important development strategies in the post-World War period. Many colonies achieved their political freedom and the aspirations of major anti-colonial forces mainly peasantry compelled their national government to enact and implement land reforms. India was one among them. A number of studies have been conducted on land reforms addressing the issues of equity and distributive justice, implementation and impacts. This study is also one among them with a difference that this study has been conducted not only to understand the status of implementation and impacts in terms of productivity and distributive justice but also to explore the possibility and potential of this measures for promoting human development. Land reforms with various dimensions have been one of the major issues for the nation as a whole and remained sensitive subject among the states from pre-independence period. Uttar Pradesh is one of the states where the issues of land reforms could attract leaders of freedom movement most. There have been expectations that the political will of the poverty sensitive government in power could translate the expectations of the landless poor, particularly dalit and poor through effective implementation of land redistribution in order to empower dalit and poor in real sense. Present study is an attempt to comprehend the ground reality of land reforms and its contribution towards promotion of human development in Uttar Pradesh based on household data from the sample villages.

One of the decisive contradictions of colonialism in Africa was the distortion of use, access to and ownership of land. Land related issues and the need for land reform have consistently occupied a unique position in public discourse in Africa. The post-colonial African states have had to embark on concerted efforts at redressing historical grounded land policies and addressing the growing needs of land by the poor. However, agitations for land continue, while evidence of policy gaps abound. In many cases, policy change in terms of land use, distribution and ownership has reinforced inequalities and affected power and social relations in respective post-colonial African countries. Land has assumed major causes of structural violence and impediments to human and rural development in Africa; hence the need for holistic assessment of land reforms in post-colonial African states. The central objective of the text is to identify post-independence and current trends in land reform and to address the grievances in relation to land use, ownership and distribution.
