Many former communist republics strive to adopt a market economy in which the privatisation of landed property is a key element. Generally, it is expected that by doing so, economic development will take off, improving food security and decreasing rural poverty. The relationship between changing land regulations, economic development and poverty is complex and yet little understood. With land reform, governments in transitional economies expect to achieve economic growth and thus alleviation of rural poverty. Nowadays, there is ample research to prove that, to be effective, land policy reforms need to be complemented with institutional reforms, and rural development activities. It puts forward a model for rapid assessment of project progress in which macro-economic indicators are applied in a systematic way to give insight to concepts such as land tenure security and food security and to provide warning signals for less-desired developments as a result of project implementation.

It has been the objectives of the country studies first to analyze the development trend and current state of smallholders and family farms in the specific country, second to study the current political priorities and policies affecting smallholders and family farms, and finally, based on the conclusions made, to provide recommendations, mainly at the policy level, on how to further support the development of commercial family farms and at the same time ensure in general inclusive growth, improved rural livelihood for women and men and the reduction of rural poverty for all. It is hoped that each country study will not only be relevant for FAO but also for governments, donors and other international organizations when formulating policy and preparing programmes.

Book excerpt: Does the establishment of private property rights to land improve child health and nutrition outcomes? We exploit a natural experiment in the Kyrgyz Republic following the collapse of socialism, whereby the government rapidly liquidated state and collective farms containing 75 percent of agricultural land and distributed it to individuals, providing 99-year transferrable use rights. We use household surveys collected before, during, and after the privatization reform and spatial variation in its timing to identify its health and nutrition impacts. We find that young children aged 0-5 exposed to land privatization for longer periods of time accumulated significantly greater gains in height and weight, both critical measures of long-term health and nutrition. Health improvements appear to be driven by increases in consumption of home-produced food—suggesting that increased private control over household production may translate into increased consumption and thus health dividends for young children.

It defies the transitology assumption of continuity, linearity and dichotomy of formal and informal in the transformation of the state. Contrary to the conventional approaches, it claims that any social order or its political scaffolding, the state, is always incomplete and we need to develop cognitive maps to better understand that incompleteness. It reflects on the social practices, processes and patterns that evolve as a non-linear result of three sets of factors: those that are historical, external, and elite-driven. Three Central Asian states - Uzbekistan, Tajikistan, and Kyrgyzstan - are examined here comparatively as case studies, as Central Asia represents an interesting terrain to challenge conventional understanding of the state. Specifically, the book captures a paradox at hand: how come three states, which made different political, economic, cultural, and social choices at the outset of their independence in the 1990s, have ended up as so-called “weak states” in the 2000s and onwards? This puzzle can be better understood through looking at the relationship among three main sets of factors that shape state-building processes, such as history, external actors, and local elites. This book applies an interdisciplinary approach, combining political anthropology, political economy, sociology, and political science.
