Available in PDF, EPUB and Kindle.

Book excerpt: The State of Qatar, the Asian-African Legal Consultative Committee (AALCC), in cooperation with the Secretariat of the United Nations and Frère Cholmeley (Paris) organised the Conference on International Legal Issues Arising under the United Nations Decade of International Law in Doha, Qatar on 22--25 March 1994. Around 60 speakers and 200 participants from more than 40 nations freely expressed their views on the progressive development of international law and its codification with a view to States' actions in the future adhering to the principles of international law as enshrined in the Charter of the United Nations. The subjects dealt with by the Conference had one thing in common: they were all topical issues or, in French, `des questions d'actualité', and will remain thus throughout the United Nations Decade of International Law. The various themes were Environmental Law, the Law of the Sea, the Settlement of Disputes, Humanitarian Law, and the Rio Conference, Post-Rio and the New International Economic Order. This book which contains the Conference proceedings will be of great interest to lawyers specializing in international law. The book is not only a photograph of some very important issues as they existed and were perceived in 1994, it will also serve as a reference book and a unique tool which will be indispensable to understanding some of the most crucial legal problems with which the world community is faced today.

Established unofficially in 1989, the International Conference of Editors of Diplomatic Documents brought together in Paris in October 2005, on the occasion of its 8th meeting, more than thirty delegations. The conference concentrated on the methodology of editing and publishing and chose to focus on the historical theme of the birth and development of the United Nations Organization. Reports and papers presented by the participants are gathered in the present proceedings, the publishing of which was entrusted by the Archives of the ministère des Affaires étrangères to Peter Lang Publishing Group, which is currently responsible for publishing the Documents diplomatiques français. The reader will find in this publication the trade secrets of the French series and of the earliest analogous series of diplomatic documents, as well as discover other more recent collections or even some in the process of being created.

Available in PDF, EPUB and Kindle. Book excerpt: The reactivation of the Security Council at the beginning of the last decade has resulted, since the invasion of Kuwait by Iraq on August 2, l990, in increasing use of its powers under Chapter VII of the Charter and the adoption of measures against a number of state and non-state entities. The notion of a threat to the peace has now come to encompass violations of fundamental norms of international law such as human rights and humanitarian law, and the wide-ranging measures adopted have included such innovations as the establishment of the UN Compensation Commission or that of the two international criminal tribunals for Former Yugoslavia and Rwanda. These measures have not only infringed on the legal rights of the targeted state (sometimes with irreversible effects where they have remained in force over a long period of time) and its population, but also on those of implementing states and of private rights within these states. The current debate over the legitimacy and long-term effects of economic sanctions on states and their populations makes it imperative to re-evaluate this instrument and the broader peace maintenance function of the Security Council in the light of current community concerns. Part One of this book addresses the theoretical issues by focussing on: 1) The place of sanctions in the international legal system; 2) the limits to the powers of the Security Council and the question of accountability; and 3) an assessment of the alternatives to collective economic sanctions. Part Two looks at the relationship between sanctions and humanitarian issues, examining the relationship between: 1) Sanctions and human rights law; 2) sanctions, humanitarian issues and mandates; and 3) sanctions and humanitarian law. Part Three focuses on implementation by states of Security Council sanctions resolutions by examining: 1) Sanctions and private rights; and 2) special problems for implementing states. Part Four addresses the future in reassessing the place and ethics of sanctions in an international legal system which is giving increased importance to the individual. This work is based on papers presented at a colloquium of the Graduate Institute of International Studies in Geneva.

An ambitious title, but an appropriate one; for the contributors, as the 21st century draws near, ask themselves a number of basic questions about the future of the law in a world undergoing such profound changes. Their reflections will certainly give both cause for hope and reason to fear. This Liber Amicorum dedicated to Professor Frits Kalshoven, is written by specialists who for many years have given their best to the development and promotion of humanitarian law. It will make a significant contribution to the understanding of international humanitarian law.

Book excerpt: The Canadian Council on International Law was founded in 1972, with the aim of encouraging the study and analysis of international law issues in Canada. One of the Council's main activities is the organization of an annual conference dealing with contemporary subjects in international law. This book marks the 25th anniversary of the Council by bringing together 25 papers on international law, carefully selected from the proceedings of the annual conferences in the years since its foundation. The collection provides an overview of the issues considered by the Council in its first 25 years and highlights the significant contribution of Canadian experts to, and Canada's particular concerns in, the field of international law. The essays represent the work of leading international lawyers on issues concerning the theory and practise of public international law, including environmental law, human rights, the law of armed conflict and the issue of state succession.
