L’attribution de nouvelles compétences et le poids économique de l’Union dans l’économie mondiale lui permettent de définir et mettre en œuvre une action extérieure en matière de politique économique et monétaire. Pour ce faire, l’Union dispose de la qualité de sujet de droit international, ce qui ne lui confère pas pour autant la qualité d’acteur des relations économiques et monétaires internationales. Il lui faut pour cela lever tous les obstacles subsistants à une projection externe optimale de l’UEM et convenir des modalités de sa représentation et de sa participation aux activités du SMI. L’affirmation de la qualité d’acteur des relations économiques et monétaires internationales est par ailleurs un élément essentiel mais insuffisant de l’action extérieure de l’Union. Encore faut-il définir et affirmer une stratégie globale de réforme de la gouvernance économique et financière internationale, qui se décline en plans d’action à tous les niveaux de la coopération internationale et par une politique contractuelle visant à défendre les intérêts de l’Union dans ses relations avec ses partenaires. Force est de constater que toutes les conditions requises ne pourront être réunies que si l’Union et ses Etats membres apportent une solution pérenne à la crise des dettes souveraines et mettent en place les instruments juridiques, institutionnels et financiers qui lui font aujourd’hui défaut
