Book excerpt: The authors use the unique experimental design of the Food Support Program (Programa Apoyo Alimentario) to analyze in-kind and cash transfers in the poor rural areas of southern states of Mexico. They compare the impacts of monthly in-kind and cash transfers of equivalent value (mean share 11.5 percent of pre-program consumption) on household welfare as measured by food and total consumption, adult labor supply, and poverty. The results show that approximately two years later the transfer has a large and positive impact on total and food consumption. There are no differences in the size of the effect of transfer in cash versus transfers in-kind on consumption. The transfer, irrespective of type, does not affect overall participation in labor market activities but induces beneficiary households to switch their labor allocation from agricultural to nonagricultural activities. The analysis finds that the program leads to a significant reduction in poverty. Overall, the findings suggest that the Food Support Program intervention is able to relax the binding liquidity constraints faced by poor agricultural households, and thus increases both equity and efficiency.

One attraction of these is that labour supply elasticities are typically greatest at the extensive margin. Because in-work transfers are normally subject to earnings-related phase-outs, they tend to most strongly incentivise part-time work, weakening intensive margin incentives for many. But part-time work may generate relatively little in the way of human capital and career progression. How should these dynamic considerations affect the design of in-work transfers? To assess this we use a dynamic model of female labour supply with endogenous human capital accumulation. Among reforms that would cost the same amount on a no-behavioural-response basis, those that incentivise full-time work can end up costing considerably less than those that incentivise part-time work, once the dynamic responses - including human capital accumulation - are accounted for. They also do more to increase incomes, including among poorer households, and to raise welfare. Our results suggest that in-work transfers could be refined by paying greater attention to the intensive margin effects through the design of their phase-outs.

We extend existing structural form methodologies by considering the effect of both taxes and transfers. Non-labour income contains the (hypothetical) transfer amount someone gets when out of work, while the wage is replaced by the difference between net wages and the amount of lost transfers due to taking up a job (gains to work). To incorporate these components of the budget set, we employ a detailed tax-benefit model. Using data from the Hungarian Household Budget Survey (HKF), we find that participation probabilities are strongly influenced by transfers and the gains to work, particularly for low-skill groups and the elderly. Moreover, the same change in the net wage leads to a much larger change in the gains to work for low earners, making them even more responsive to wages and taxation. Overall, we find that a single equation can capture a large heterogeneity of individual responsiveness to taxes and transfers. Our parametric estimates can be readily utilized in welfare evaluations, or microsimulation analyses of tax and transfer reforms.

We find that although social transfers are condemned for creating state-dependency, the reality is that their effect on labour force participation is both ambiguous and dependent on a number of factors. At the most basic level, transfers either decrease participation by transferring time from work towards leisure activities, or increase participation by covering the fixed costs and credit constraints associated with working, particularly for women, those with low levels of education and other vulnerable groups. Child-support grants may cover childcare or education costs, thus allowing mothers to enter the labour force. Grants can also have an effect on the labour supply of non-recipient household members, particularly when the recipient is a female, as women tend to allocate funds more freely throughout the household. The State Old Age Pension has been seen to induce both in and out-migration of household members. Programme design may also play a role, as means-testing can induce potential beneficiaries to reduce labour participation in order to become eligible for benefits. The education and health-care conditions attached to many transfers can also increase human capital formation and therefore create a long-term positive impact on labour market participation." -- Abstract.

We study this question by evaluating the impact of Pakistan’s Benazir Income Support Program(BISP), a cash transfer program targeted to poor, married women,on male and female labor supply. The BISP was implemented via a mechanism that reliedon a poverty score cutoff to determine eligibility, allowing for the identification of causal impacts using regression discontinuity. We find no impacts on household labor supply in the aggregate. When we break up estimates by gender, we find littleevidence of a changein female labor supply, strongevidence of increased male labor supply, and no evidence of changes to child labor. Hence, policy makers should not be concerned that BISP transfers negatively affect labor supply among recipients.

Book excerpt: Women’s control over decision-making within their family, particularly regarding the use of household income, can play an important and long-lasting role in shaping their well-being and that of their children. Cash transfer programs often target women in order to increase their control over household resources. Empirical evidence on the effectiveness of this approach is mixed and suggests the importance of local context. We present evidence on the effect of cash transfers on women’s control over decision-making in the MENA region, where little evidence is available and where cultural norms around women’s roles differ from more-studied regions. Using a regression discontinuity approach, we identify the impact of Egypt’s “Takaful” national cash transfer program on women’s control over decision-making and labor supply. Receiving cash transfers mostly reduced women’s reported ability to influence household decisions, particularly regarding child healthcare. The loss of control over decision-making was greater for women with less than primary education. Other effects of the program include a decline in women’s employment and an increase in men’s involvement in spheres of decision-making usually controlled by women. These results are robust to changes in model specification. We present suggestive evidence from mediation analysis that the negative effects on women’s control over decision-making was directly related to these declines in employment and increase in men’s involvement in female spheres. The negative findings are not wholly supported by complementary qualitative work in which women reported more positive perceptions of the program’s impacts.
