Knowledgeable and skilful human capital is also important to increase the total factor productivity of capital. Under the New Economic Model, the nation was separated into various corridors to attract foreign direct investment into the nation. The inflow of foreign direct investment guaranteed job opportunity, knowledge and technology and also export. This appreciates the exchange rate and purchasing power, eventually the economic growth of the nation. Sabah was one of the corridors that had great potential to attract foreign direct investment especially in the service-based industry and agriculture industry. Other than its uniqueness in terms of its natural environment, rich in flora and fauna, Sabah is also able to attract foreign direct investment due to its labour force. Labour force in Sabah consists of locals and foreign. The influx of foreign labour in Sabah is immense in the agriculture sector. Foreign labour differs from expatriates. The need for foreign labour has its advantages and disadvantages. The foreign labour was deemed important in the production activity but it caused unemployment among locals, allocation of resources for their needs, and also social costs like crime and diseases. Thus, the Sabah government has taken numerous measures to reduce the dependence on foreign labour. But before such measures are taken an empirical analysis need to be carried out to justify whether the Sabah economic growth was dependent on local labour or foreign labour. An advance econometric analysis was used in this book to justify that Sabah’s economic growth is foreign labour dependent.

Population size and structure are crucial factors affecting opportunities, pressures, and constraints of society. The high fertility and rapid population growth in low-resource countries have hampered socio-economic development. However, as fertility began to fall rapidly since the middle of the 20th century, many post-demographic-transition countries are undergoing rapid population ageing and encountering labour shortages Sabah is the second-most populous state in Malaysia, with about 4 million population in 2020. It has registered the second-highest population growth rate over the past four decades, brought about by the influx of migrant workers due to the severe labour shortage. The number of non-citizens grew from 420 thousand in 1990 to 1.094 million in 2020. Non-citizens made up close to 30% of the state population during 2013 – 2018, up from around 26% in 2009 – 2010. However, the negative growth of the non-citizens in Sabah during 2018 – 2020 has resulted in zero growth of the state population. This book is a sequel to the series on “Revisiting Population- Development Nexus: The Past in Its Future, 2016”, and “Demographic Transition and Socio-economic Development in Malaysia, 2020”by the Universiti Malaysia Press. Given Sabah’s unique socio-demographic situation, this book will provide a comprehensive analysis of the demographic situation, emphasizing the young generation and the changing roles and status of women in Sabah. The book consists of 14 chapters, covering population situation analysis at the state and district levels; functional population projection; gender differentials in education, employment, and income; internal and international migration; marriage; fertility and fertility preferences; family planning; family and gender roles; youth in development; adolescent sexual and reproductive health; women and youth in the hotel industry; and growth of the non-citizen population. Each chapter examines gender differentials and provides a comparative analysis with Sarawak and Peninsular Malaysia. Book excerpt: The formation of human capital--the knowledge, skills, and health that people accumulate over their lifetimes--is critical for the six Gulf Cooperation Council (GCC) countries. Human capital contributes not only to human development and employment but also to the long-term sustainability of a diversified economic growth model that is knowledge based and private sector driven. This approach is critical, given that income from oil and gas will eventually decline and that the nature of work is evolving in response to rapid technological changes, in turn demanding new skill sets. The GCC governments have demonstrated their strong political will for this shift: four of them are among the first countries to join the World Bank’s Human Capital Project—a global effort to improve investments in people as measured by the Human Capital Index. The GCC countries face four main challenges: • Low levels of basic proficiency among schoolchildren • A mismatch between education and the labor market • A relatively high rate of adult mortality and morbidity • A unique labor market , in which wages in the public sector are more generous than in the private sector and government employment of nationals is virtually guaranteed To address these challenges, this report outlines four strategies in a“whole-of-government†? approach: • Investing in high-quality early childhood development • Preparing healthier, better educated, and skilled youth for the future • Enabling greater adult labor force participation • Creating an enabling environment for human capital formation These strategies are based on best practices in other countries and feature some of the GCC countries’ plans, including their national “Visions,†? to take their economies and societies further into the twenty-first century. With the COVID-19 pandemic, the GCC countries face additional challenges that may worsen some preexisting vulnerabilities and erode human capital. In response, the GCC governments have taken multiple measures to protect their populations’ health and their economies. Any country’s decision to reopen its economy needs to closely consider public health consequences to avoid a resurgence of infections and any further erosion of its human capital. The COVID-19 crisis underscores that the need to accelerate and improve investment in human capital has never been greater. Once the GCC countries return to a “new normal,†? they will be in a position to achieve diversified and sustainable growth by adopting, and then tailoring, the strategies presented in this report.

Slowing momentum in countries like Malaysia and Thailand has led analysts and policy makers to consider what it would take to lift them out of middle-income status, where other countries have arguably become stuck. The paper examines the role of human capital formation in the quest to sustain economic growth in these two countries. It argues that a good education system is fundamental to equip workers with marketable skills. Malaysia and Thailand have successfully expanded access to schooling, but the quality of education remains an issue. Modern education systems should aim to provide universally-available quality education using the following policies: prioritize budgets to deliver quality and universally-available basic education before expanding higher levels of schooling; provide appropriate incentives and rewards to teachers; permit school autonomy and ensure accountability for results; invest in early childhood development; and consider implementing income-contingent loan financing schemes to expand higher education.
