This book was released on 1994 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: A detailed practical guide to the development of high-quality national health laboratory services in South-East Asian countries. In view of the frequent absence of laboratory-based information at the primary health care level, the book gives particular attention to the development of peripheral laboratories as a means of supporting better patient management and better disease surveillance. The book also issues abundant advice on how to take full advantage, in peripheral as well as more sophisticated laboratories, of the many new rapid tests for use in the diagnosis of infectious diseases and in clinical chemistry and pathology. Now in its second edition, the book has been substantially revised and expanded to reflect the latest advances in these tests. New chapters also respond to the alarming emergence or re-emergence of several infectious diseases, and greatly improved methods for quality assurance in laboratory medicine. Throughout, tables, flowcharts, lists of do's and don'ts, and step-by-step instructions are used to enforce the book's value as a practical tool. The book, which is addressed to health planners and other decision-makers, has eight chapters presented in four parts. Part one provides guidelines for the establishment and development of national health laboratory services capable of meeting all the needs of curative and preventive medicine. Chapters cover the functions, management, staffing, and financing of services, and describe measures, such as the provision of manuals and the standardization of techniques, that contribute to the successful operation of services. Part two, on appropriate technology, presents detailed advice that can help health planners decide when to use the new rapid diagnostic tests, which have become increasingly sensitive, field-friendly, and affordable, and when to rely on conventional culture methods. The third and most extensive part provides a detailed guide to the methodology of quality assurance in clinical chemistry, microbiology, haematology, and blood banks. In response to the growing importance of quality assurance in South-East Asia, chapters also provide guidelines that can be used in the formal inspection and accreditation of laboratories. The final part deals with biosafety in laboratories, giving particular attention to measures for protecting staff from infection with HIV/AIDS, hepatitis, tuberculosis, and several other emerging or re-emerging diseases.

Available in PDF, EPUB and Kindle. Book excerpt: Clinical laboratory tests play an integral role in helping physicians diagnose and treat patients. New developments in laboratory technology offer the prospect of improvements in diagnosis and care, but will place an increased burden on the payment system. Medicare, the federal program providing coverage of health-care services for the elderly and disabled, is the largest payer of clinical laboratory services. Originally designed in the early 1980s, Medicare's payment policy methodology for outpatient laboratory services has not evolved to take into account technology, market, and regulatory changes, and is now outdated. This report examines the current Medicare payment methodology for outpatient clinical laboratory services in the context of environmental and technological trends, evaluates payment policy alternatives, and makes recommendations to improve the system.

Book excerpt: The global health community is broadly in agreement that achievement of the health-related Sustainable Development Goals (SDGs) hinges upon both an escalation of the financial resources dedicated to primary health care (PHC) and a more effective use of those resources: more money, better spent. This book introduces and explicates the end-to-end resource tracking and management (RTM) framework, which includes five components that determine effective and efficient financing for PHC: resource mobilization, allocation, utilization, productivity, and targeting. In addition, this book compiles detailed results from the most recent RTM-based resource tracking efforts for PHC in selected countries. This is to demonstrate how the RTM framework can be used to bring a set of separate resource tracking efforts at different stages of flow of funds into a comprehensive process with an end-to-end 'storyline'. In order to build a functional PHC system that addresses access, quality, and equity issues, this book highlights the key (public) financing issues that researchers, technical advisors, and policy makers would need to address in addition to more resources.

Book excerpt: The XIIIth International and the VIIth European Congress of Clinical Chemistry took place at the Netherlands Congress Centre in The Hague, from June 28th to July 3rd 1987. The Organizing Committee and the Scientific Committee for these combined congresses aimed to present the state-of-the-science as well as the state-of-the-art for those fields of clinical chemistry which show a strong progress and which will most probably inflict a great part of all clinical chemists. "Clinical Chemistry, an Overview" comprises almost all papers which were presented during the congress in 5 plenary lectures and 97 lectures during 24· symposia. The invited speakers, being experts in their fields of clinical chemistry, succeeded very well in presenting an overview over the newest developments in connection to the knowledge already known, thereby demonstrating the progress made in clinical chemistry during the last years. The Editors take great pleasure in thanking once more the members of the Scientific Committee and of the International Scientific Advisory Board in creating an excellent scientific programme for this congress. The Editors also take great pleasure in thanking all those whose afforts have made possible the publication of this book. We are most grateful to all speakers who also prepared a manuscript for publication. The Editors also appreciate the most helpful and encouraging attitude of Plenum Press Publishers Corporation.
