Book excerpt: This collection of essays aims to contribute to our understanding of the process of regional integration currently underway in South America. Mercosur is a regional manifestation of a world-wide process of globalisation whose driving force is economic, but which is potentially much more than that. It involves a variety of political, social and cultural processes, some of them barely at an embryonic stage, though each advancing at its own rate of progress. Mercosur's neo-liberal matrix, however, has led to the economic decision-making process being taken outside the realm of politics, thus leaving large sections of the population with no mechanism to influence the integration process so that it addresses their urgent needs and demands.

Book excerpt: This collection is a sober assessment of the state of regional integration in Latin America and the Caribbean. It studies the question from four perspectives: economic, institutional, political, and in relation to the rest of the world. It considers the questions raised by LAC countries' efforts to use 'new' regionalism to address the challenges of globalization and to explore the nature and meaning of open regionalism. This thematic treatment draws on the experience of the different schemes currently in place in the region: NAFTA, CACM, CARICOM, the Andean Community and MERCOSUR. It also examines the nature of globalization, including concerns over the relationship between regionalism and the multilateral system. There is now a broad consensus among LAC countries that regional integration can help them adjust to the new world order, but there is much less agreement on how to achieve it and what reforms are needed to bring it about.

Book excerpt: This title was first published in 2000: This work examines the hemispheric diplomacy after the Summits of the America in Miami (December 1994) and Santiago (April 1998), focusing on the strengthening of the South American position in the FTAA negotiations and the Brazilian proposal for a South American Free Trade Area (SAFTA). The book also looks at the implications of the preceding analysis for regional integration theory and international relations theory. The conclusion looks beyond "open regionalism" and considers three scenarios for US-South American relations after the Santiago Summit. First reassertion of US hegemony and signing of an FTAA agreement on schedule, second, erosion of US hegemony but continuing negotiations between North and South America for a "distant" FTAA, and finally, breakdown of the FTAA negotations and emergence of SAFTA as an alternative to the FTAA.

Book excerpt: This book analyzes regional integration in South America with a focus on the Mercosur and Brazilian foreign policy from the 1990s. It reviews the history of the Mercosur and identifies the results achieved by the bloc, as well as the causes of difficulties and the reasons for stalemates over nearly 30 years of its existence. The authors identify the complex interrelation between domestic and foreign factors that have shaped Brazilian foreign policy. From 1991 onwards, relations between Latin American countries have changed while the Mercosur developed from a free trade area to a customs union. While intrabloc trade grew, there were huge difficulties in the form of regional institutional affirmation and cooperation. This history is of the utmost importance to understanding regionalism and politics in Latin America. The book therefore has two interrelated analytical dimensions: namely, focus on ideas and identity; and behavior, actions, and economic and political interests. This very topical book is of interest for researchers and students of Brazilian foreign policy and those of Latin American and/or Mercosur countries. Particularly, readers interested in regionalism will find important theoretical and empirical elements in this book, as well as discussions necessary for comprehending the role of big, emerging countries, and the potential and limits to their international role.

Available in PDF, EPUB and Kindle. Book excerpt: This book proposes a renewal of 'Open Regionalism' in Latin America and the Caribbean (LAC) aimed at achieving the region's goals of high growth with stability. The LAC region experienced a growth spurt with equity during the first decade of the 21st Century. It is well understood that an unsustainable demand boom fueled by terms-of-trade improvements drove this growth acceleration episode, especially in South America. Unfortunately, terms of trade are no longer fueling growth, and the region’s policymakers are in search of new sources of growth with stability. With the experience of East Asia and the Pacific in mind, many policymakers in LAC are looking to international economic ties as a potential source of stable growth. The challenge highlighted in this book lies in designing an integration agenda comprising trade and factor market integration that is conducive to region-wide efficiency gains, which can help LAC enhance its global competitiveness. The forces of geography imply that pro-growth global integration cannot be achieved without building a strong neighborhood. Thus, this volume argues that LAC's regional economic integration agenda needs to go well beyond the current spaghetti bowl of preferential trading arrangements.

Available in PDF, EPUB and Kindle. Book excerpt: Latin America's experience with regional economic integration has been only slightly shorter than that of Europe. In fact, the first attempt at integration started as early as 1960, with the creation of LAFTA - the Latin American Free Trade Area (subsequently replaced by LAIA - the Latin American Integration Association). LAFTA, composed of 11 countries, sought, unsuccessfully, to create a free trade area in 12 years. In 1969, the Andean pact, which sought, also unsuccessfully, to create a sub-regional free trade area, was set up. Recently the Presidents of Argentina, Brazil, Paraguay and Uruguay signed the Treaty of Asuncion aimed at creating a common market as from 1st January, 1995. This common market, MERCOSUR, will be completed by 2006. In comparison with the earlier and unsuccessful attempts at integration, and despite challenges and problems, both internal and external, MERCOSUR is working, and trade between the member States is increasing. Furthermore, as with the case of the European Union (EU), serious attempts (notably between Argentina and Brazil) are being made to co-ordinate economic and monetary policies. The most important evidence of these moves is the introduction of hard currencies, the reduction in the size of the public sector and the privatization of State assets. These are clearly exciting times for Latin American integration. In this book, the first in a new series of books on International Economic Integration, the authors examine the experience of MERCOSUR in the Latin American integration progress. After an analysis of the history of the moves towards integration in South America, the case of each Member State and the Associate Country is examined and perspectives for the future are assessed.

Available in PDF, EPUB and Kindle. Book excerpt: The book draws comparison between MERCOSUR and the European Union to explain variation of regionalism and to expose its limits. The project is based on the idea that contemporary examples of regionalism should be evaluated against several propositions of multiple integration theories rather than against a single theory. In order to systematically explain why and how integration outcomes in MERCOSUR differ from those in the EU, the author develops an analytical framework for the comparison of the two blocs. MERCOSUR is compared with the EU by the use of the various criteria of economic interdependence, economic convergence, intra-bloc size and interest asymmetries, cultural diversity and geostrategic motivations, which are identified as the salient parameters of integration theories.

Book excerpt: This book examines two opposing interpretations of NAFTAs potential expansion into a Western Hemisphere Free Trade Association (WHFTA)one fearing the creation of a deliberately exclusionary Fortress America, the other welcoming the prospect of substantial economic opportunities for Asia and the countries of the Pacific Rim. Contributors evaluate the commercial, financial, cultural, and political linkages between the Americas and the Pacific Rim, assessing the magnitude of interests that might be affected by NAFTA or FTAA. }Authorities and experts in Japan and other Asian countries have expressed considerable fear that the North American Free Trade Agreement (NAFTA) and the proposed Free Trade Area of the Americas (FTAA) will create a Fortress America that will deliberately exclude nations of the Pacific Rim. Others argue that economic integration will provide substantial opportunity for Asia/Pacific countries and thus contribute to the dynamism of the Pacific Century ahead. This book explores the varying interpretations and looks at their implications for countries of the Pacific Rim. Might NAFTA provoke the formation of an economic bloc in the Asia/Pacific area? Or will economic liberalization occur on a global and multilateral scale? What are the political dimensions of these possible options and processes? Examining the interconnections such policy alternatives may have for both the Pacific Rim and Latin America, the contributors evaluate the commercial, financial, cultural, and political linkages between the regions to assess the magnitude of interests that might be affected by NAFTA or FTAA. Assessing the range of policy options available to countries involved, they seek to make an original contribution to the debate about the formation and structure of the post Cold War world order

Available in PDF, EPUB and Kindle. Book excerpt: This book assesses South America’s most ambitious attempt at economic integration, Mercosur. It explains the main—and inherent—weaknesses of the integration effort, through explicit comparison with the European experience with integration. Jeffrey Cason argues that the three main reasons for Mercosur’s limited success are weak domestic political institutions in the member countries, vulnerability in the global political economy, and a serious imbalance in the economic and political weight of the member countries. In addition to providing this overarching explanation for Mercosur’s limitations, the book tells the story of Mercosur’s genesis, development, and frustrations. This book provides both an explanatory framework for understanding Mercosur and a story. It considers how Mercosur emerged, why it was greeted with great enthusiasm (and huge trade growth), and how it hit stumbling blocks as it sought to be more than it was capable of being. The book also focuses on how and why developing countries are inherently limited in any economic integration project.

Book excerpt: The book aims at offering a comparative, multi-perspective analysis of the different, at times parallel, at times with varying degrees of interdependence, macroeconomic and structural adjustments in the two continents against the backdrop of important processes of regional integration. Its reading offers a multifaceted appreciation of the reality emerging from the mixing up of longer run tendencies deepened by the brute force of the financial and then industrial crisis.
