It is the first phase of the programmatic jobs program jointly undertaken with the government of Morocco. The report is a jobs diagnostic that analyzes microdata mainly from Labor Force Surveys and employs new analytical methods to identify the main trends in the labor market. The key challenges that emerge will provide the basis for a deeper analysis and policy formulation in the next phase of this program. "Morocco’s Jobs Landscape" identifies four priorities: accelerate structural transformation to create more and better jobs in higher-productivity sectors, encourage formalization and improve the quality of jobs, increase female labor force participation, and address youth inactivity and its long-term consequences. Morocco has made significant economic progress over the past 20 years, which has raised the living standards of its people. However, Morocco’s economic growth has not been labor-intensive enough to absorb its growing working-age population. It has had a low capacity to generate jobs, and the rate of job creation slowed after the 2008 financial crisis. Morocco is trying to overcome the “middle-income trap,†? which has been preventing its convergence with more affluent middle-income countries. The government of Morocco has called for a new inclusive development model. The new model must address regional development imbalances, facilitate inclusion for youth and women, and continue to foster labor force skills upgrading. The COVID-19 pandemic and resultant safety measures have halted or slowed economic activity, which is worsening the labor market situation. The pandemic undoubtedly complicates prospects for jobs-led growth, and it will make the challenges highlighted in this report even more urgent and deserving of policy makers’ attention.

Book excerpt: This paper studies the macroeconomic effects and sequencing of (LMRs) and product (PMRs) market reforms in Morocco. It finds that introducing LMRs and PMRs simultaneously would add about 2.5 percentage points (pp) of GDP growth and reduce unemployment by about 2.2 pp after five years. If sequencing is required, starting with PMRs would be more effective in boosting output, while starting with LMRs would reduce unemployment faster. Finally, increasing unemployment benefits would be more effective if this reform takes place after the implementation of LMRs and PMRs.

Book excerpt: This Selected Issues paper studies the potential for well-sequenced labor and product market reforms to play a more important role in promoting growth and job creation in Morocco. A Dynamic General Equilibrium model is used to assess the macroeconomic effects of different reform scenarios (isolated, coordinated, or sequenced) that reduce hiring costs and/or firms’ entry costs in the presence of a large informal sector. The paper highlights that reforms are most effective if executed in a coordinated fashion, as implementing simultaneous reforms in the labor and product markets could add about 2.5 percent of gross domestic product growth and reduce unemployment by about 2.2 percentage points after five years. If reforms are to be introduced sequentially, due for instance to capacity or political economy constraints, starting with product market reforms is more effective in boosting output in the short-run while starting with labor market reforms would reduce unemployment faster.

The analysis explicitly models the distribution of skills in the labor force by following over time sex-age cohorts across various levels of the education system and in the labor market. And it integrates a module that projects the revenues and expenditures of the pension system. The model is applied to the case of Morocco. Simulations show that even under positive assumptions regarding economic growth, unemployment rates are likely to remain close to current levels in the next decade. The paper argues that only an integrated package of policies that affect the macro-economy, the investment climate, and the education and social protection systems would allow sustainable creation of enough "good quality" jobs.

Book excerpt: This paper studies Morocco's growth and employment prospects in the context of a new growth model aimed at allowing the country, in a rapidly changing international environment marked by increased competition from low-wage economies and growing automation of low-skilled jobs, to avoid falling into a middle-income trap. The first part reviews the growth model that Morocco has pursued in the past few decades and discusses its limitations going forward. The second part characterizes the proposed growth model, which involves, in particular, promoting the transition from labor-intensive imitation activities to technology-intensive innovation activities, increasing public investment in advanced infrastructure, improving the quality of education, improving productivity and increasing value added in key sectors (including agriculture, high-end tourism, and renewable energy), and implementing measures designed to promote women's participation in the labor force and reduce gender inequality. The third part attempts to quantify the medium-run effects of these policies on growth, employment, and unemployment in Morocco. The paper concludes that to achieve high-income status and reduce unemployment significantly, Morocco will need to implement far-reaching reforms, to increase growth to a range of 6-7 percent and improve employment creation to about 35,000 jobs per percentage point of growth.

The worsening unemployment problem among educated workers in Morocco started with the cuts to public sector hiring under structural adjustment policies implemented in 1983. Thus, this paper analyzes the evolution of the determinants of employment and the status in employment and wages in this country after 1983 using a cohort approach. Estimates based on microdata from the 1998 Moroccan labour force survey confirm the deterioration in employment of educated workers after 1983. The results also show that the contraction of employment opportunities has increased the probability of considering self-employment as an alternative to unemployment, except for university graduates who still prefer paid work and, consequently, risk long periods of unemployment. Results also exhibit a significant decline over time in returns to education, whereas paid employment opportunities and wages have improved for uneducated workers.
