Available in PDF, EPUB and Kindle. Book excerpt: The International Committee of the Red Cross (ICRC) coordinates the world's largest private relief system for conflict situations. Its staff operates throughout the world, and in recent years the ICRC has mounted large operations in the Balkans and Somalia. Yet despite its very important role its internal workings are mysterious and often secretive. This book examines the ICRC from its origins in the mid-nineteenth century up to the present day, and provides a comprehensive overview of a unique private organisation, whose governing body remains all-Swiss, but which is recognized in international law as if it were an inter-governmental organization. David Forsythe focuses on the policy making and field work of the ICRC, while not ignoring international humanitarian law. He explores how it exercises its independence, impartiality, and neutrality to try to protect prisoners in Iraq, displaced and starving civilians in Somalia, and families separated by conflict in the Israeli-Palestinian conflict. David Forsythe received the Distinguished Scholar Award for 2007 from the Human Rights Section of the American Political Science Association.

Available in PDF, EPUB and Kindle. Book excerpt: As we enter the third decade of the twenty-first century, the world is undergoing a major historical shift: Africa, and the Global South more generally, is increasingly becoming a principal theatre in which the future of the planet plays itself out. But not only this: Africa is at the same time emerging as one of the great laboratories for novel forms of social, economic, political, intellectual, cultural, and artistic life. Often arising in unexpected places, these new forms of life materialize in practices that draw deeply from collective memory while simultaneously assuming distinctly contemporary, even futuristic, guises. In November 2017, the second session of the Ateliers de la pensée – Workshops of Thought – was held in Dakar, Senegal. Fifty African and diasporic intellectuals and artists participated and their debates unfolded along numerous thematic lines, approached from the standpoints of many different disciplines. This volume is the result of that encounter. Among the many topics discussed were the concurrence and entanglement of multiple temporalities, the politics of life in the Anthropocene, the project of decolonization, and the preservation and transmission of different ways of knowing. At a time when the world is haunted by the specter of its own end, the contributors to this volume ask whether one can, by taking Africa as a point of departure, seize hold of other options for the future – not only for Africa, but for the world. The Politics of Time and its companion volume, To Write the Africa World, will be indispensable works for anyone interested in Africa – its past, present, and future – and in the new forms of critical thought emerging from Africa and the Global South.

Available in PDF, EPUB and Kindle. Book excerpt: This is a major new account of how modern humanitarian action was shaped by transformations in the French intellectual and political landscape from the 1950s to the 1980s. Eleanor Davey reveals how radical left third-worldism was displaced by the 'sans-frontiériste' movement as the dominant way of approaching suffering in what was then called the third world. Third-worldism regarded these regions as the motor for international revolution, but revolutionary zeal disintegrated as a number of its regimes took on violent and dictatorial forms. Instead, the radical humanitarianism of the 'sans-frontiériste' movement pioneered by Médecins Sans Frontières emerged as an alternative model for international aid. Covering a period of major international upheavals and domestic change in France, Davey demonstrates the importance of memories of the Second World War in political activism and humanitarian action, and underlines the powerful legacies of Cold War politics for international affairs since the fall of the Iron Curtain.

Book excerpt: Theory of International Law at the Threshold of the 21st Century is a remarkable book, and is destined to become a standard work, without which no International Law library will be complete. The essays contained in this volume are written by the foremost experts, and the topics have been chosen with the greatest care, to reflect the most pressing current problems facing the world community. The research and writing made available in this collection will be of enduring worth, and will be studied and quoted for decades to come. It follows in the finest traditions of the major collective works published by Martinus Nijhoff/Kluwer Law International. It is most appropriate that a remarkable book should be dedicated to a remarkable man, and the editor of the volume Professor Jerzy Makarczyk has ensured that the choice of writers, the choice of topics and the quality of the material do indeed honour one of the leading international lawyers of his generation: Professor Krzysztof Skubiszewski.

Book excerpt: The State of Qatar, the Asian-African Legal Consultative Committee (AALCC), in cooperation with the Secretariat of the United Nations and Frère Cholmeley (Paris) organised the Conference on International Legal Issues Arising under the United Nations Decade of International Law in Doha, Qatar on 22--25 March 1994. Around 60 speakers and 200 participants from more than 40 nations freely expressed their views on the progressive development of international law and its codification with a view to States' actions in the future adhering to the principles of international law as enshrined in the Charter of the United Nations. The subjects dealt with by the Conference had one thing in common: they were all topical issues or, in French, `des questions d'actualité', and will remain thus throughout the United Nations Decade of International Law. The various themes were Environmental Law, the Law of the Sea, the Settlement of Disputes, Humanitarian Law, and the Rio Conference, Post-Rio and the New International Economic Order. This book which contains the Conference proceedings will be of great interest to lawyers specializing in international law. The book is not only a photograph of some very important issues as they existed and were perceived in 1994, it will also serve as a reference book and a unique tool which will be indispensable to understanding some of the most crucial legal problems with which the world community is faced today.
