Book excerpt: In 1859 the French navy was at a high point, having fought alongside the British in the Crimean War and developed a formidable fleet of fast wooden-hulled steam ships of the line. But in that very year the world’s navies had to start over again when French naval architect Dupuy de Lôme introduced the ironclad battleship. The French navy then went through three tumultuous phases. In the 1860s and 1870s it focused on building a new traditionally-structured fleet in which wooden-hulled battleships gave way to iron and steel ships with massive guns and armour. In the 1880s and 1890s this effort was disrupted by a vigorous contest between battleship sailors and advocates of fast steel cruisers and small torpedo craft, leaving France by the end of the 1890s with few new battleships (none as large as the best foreign ships) but some two hundred torpedo boats. The Fashoda crisis in 1898 revealed the weakness of the French navy and between 1900 and 1914 the French focused on building a strong battle fleet. In 1914 this fleet remained well behind those of Britain and Germany in numbers, but taken individually French warships remained among the best in the world. This book is the first comprehensive listing in English of the over 1400 warships that were added to the official French navy fleet list between 1 January 1859 and World War I. It includes everything from the largest battleships to a small armoured gunboat that looked like a floating egg. The ships are listed in three separate parts to keep contemporary ships together and then by ship type and class. For each class the book provides a design history explaining why the ships were built, substantial technical characteristics for the ships as completed and after major reconstructions, and selected career milestones including the ultimate fate of each ship. Like its predecessors written jointly with Rif Winfield, French Warships in the Age of Sail 1626-1786 and French Warships in the Age of Sail 1786-1861, with which it forms the third in a trilogy, it provides a complete picture of the overall development of French warships over a period of almost three centuries.

A combination of pre-exiting conditions, catalysts and operational drivers caused the cathartic 1954 French defeat. Pre-conditions included the illegitimacy of the colonial regime, repression that polarised nationalist sentiment. Economically, pernicious terms of trade suppressed industrialisation but oiled speculation until suddenly reversed by devaluation in 1953 that reflected financial disengagement by France but increased American involvement. Vacillating metropolitan and the dubious colonial regime of the ‘night club’ Emperor, Bảo Đại, fuelled political instability. Militarily, after the disastrous evacuation of the RC4 in 1950, Việt Minh men and supplies poured across the Chinese frontier. In 1954, financial constraints and the looming international peace conference catalysed Navarre, the new French commander, to gamble on a battle of attrition. He bet that the Việt Minh would be unable drag artillery to the remote jungle outpost of Diên Biên Phú, but he underestimated their determination, strength, and adaptability. In early December partisans resented the bungled evacuation of Lai Châu. The entrenched camp’s defences were inadequate and neither infantry sorties nor napalm suppressed VM artillery in the surrounding hills. The French aero-logistical sub-system was overstretched, and significant parachute supplies fell into enemy hands. Navarre scattered his reserves on a futile and remote side show, Operation Atlante. The Americans prevaricated and refused to unleash their B29 fleet. ‘Iacta alea est’ - the die was cast.

Children Born of War (CBOW), children fathered by foreign soldiers and born to local mothers during and after armed conflicts, have long been neglected in the research of the social consequences of war. Based on research projects completed under the auspices of the Horizon2020-funded international and interdisciplinary research and training network CHIBOW (www.chibow.org), this book examines the psychological and social impact of war on these children. It focusses on three separate but interrelated themes: firstly, it explores methodological and ethical issues related to research with war-affected populations in general and children born of war in particular. Secondly, it presents innovative historical research focussing specifically on geopolitical areas that have hitherto been unexplored; and thirdly, it addresses, from a psychological and psychiatric perspective, the challenges faced by children born of war in post-conflict communities, including stigmatisation, discrimination, within the significant context of identity formation when faced with contested memories of volatile post-war experiences. Bouteflika, who had been in office since 1999, was eventually forced to resign, but the Hirak (“movement”) continued to protest the country’s inequalities and entrenched ruling elite. The Suspended Disaster examines the dynamics of the Algerian political system, offering new insights into the last years of Bouteflika’s rule and the factors that shaped the emergence of an unexpected social movement. Thomas Serres argues that the Algerian ruling coalition developed a mode of government based on the management of a seemingly never-ending crisis, marked by an obsession with security and the ever-present possibility of unrest, violence, and economic collapse. Identifying this form of rule as “governance by catastrophization,” he shows how attempts to preserve the status quo through emergency policies and constant reforms can also lay the groundwork for a revolutionary situation. Serres contrasts the government’s portrayal of perpetually imminent disaster with the uncertainty, precarity, and indignity experienced by much of the population, which fueled the rejection of ruling elites, a profound mistrust toward institutions, and new spaces for grassroots opposition. It begins by examining newly found press reports of Flora Tristan during her lifetime and subsequently, then positions Puech’s discovery of her, as a postgraduate student in Paris in the 1900s. It continues with an account of how he embarked on the first in-depth biography published in 1925. Puech was unmatched in his expertise as a writer on Flora Tristan having discovered her papers through his numerous political connections and having become a historian of Proudhon’s legacy on the international aspirations of the labour movement. Together with his wife Marie-Louise Puech, née Milhau (1876-1966), suffragist feminist, he was a militant in the early twentieth-century pacifist movement that advocated international arbitration. His research on Flora Tristan was enriched by his other projects but was thwarted by the wars of 1914–1918 and 1940–1945. The circumstances of the long gestation of Puech's biography are drawn from his letters and papers, hitherto unseen. The correspondence curated brings a new understanding to the multi-faceted nature of Puech’s activism and rate of progress in the publication of his findings on his subject, Flora Tristan.
